The Standing Committee of the National People's Congress held a symposium on the implementation of the wetland protection law in Beijing on the morning of November 11. Li Zhanshu, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, attended and spoke at the symposium. We should fully, accurately and comprehensively implement the legal provisions, earnestly do a good job in legal publicity and interpretation, gather the consensus of the whole society on cherishing and protecting wetlands, protect Damei wetlands by means of the rule of law, and promote the high-quality development of wetland protection. Li Zhanshu emphasized that the life of law lies in implementation. It is necessary to consolidate the main responsibility of governments at all levels and relevant departments to protect wetlands, strictly implement the graded management and list system of wetlands, do a good job in the identification of wetland list according to law, standardize the release procedures and contents of the list, reasonably delimit the scope of wetlands included in the red line of ecological protection, and speed up the construction of a national unified graded protection system of wetlands. We should improve and implement the system of protection and utilization, always give priority to protection and green development, resolutely correct the pursuit of high-intensity material export and excessive commercial development, and promote the integration of ecological, social and economic benefits. We should earnestly implement the wetland restoration system, adhere to the principle of natural restoration and the combination of natural restoration and artificial restoration, formulate restoration plans for important wetlands according to law, and disclose the restoration situation according to law, so as to ensure that wetland restoration is more scientific and effective. To fully implement the government's statutory responsibilities, the State Council and relevant departments should speed up the formulation and improvement of relevant laws, regulations and standards. Provinces, regions, cities, cities divided into districts and autonomous prefectures should formulate specific measures for wetland protection according to local conditions, do a good job in the connection of supporting laws, organize and strengthen the "institutional network" of wetland protection, and form a working pattern of promoting wetland protection in one and working together. We should comprehensively strengthen law enforcement and justice, enhance the rigidity and authority of the law, and comprehensively adopt various ways such as inspection, audit, interview, punishment, public interest litigation and civil compensation to effectively strengthen law enforcement and justice, so as to implement strict legal responsibilities. The wetland protection law was passed in December 2021 and will be implemented from June 1 this year.
