Ensure that all the value-added tax reserves of small and micro enterprises and individual industrial and commercial households are refunded before June 30, and the tax refund of qualified medium-sized enterprises should also be completed in advance of this time limit. Second, increase policy support, especially financial support. This year, large state-owned banks added 1.6 trillion yuan of inclusive small and micro loans to guide banks to strengthen active services. For small, medium-sized and micro enterprises and individual industrial and commercial households, the reasonable renewal, extension and adjustment of repayment arrangements will not affect the credit investigation records, and the penalty interest will be exempted. Expand the business coverage of national financing guarantee funds and government financing guarantee institutions to small, medium-sized and micro enterprises and individual industrial and commercial households. Introduce specific measures to support the standardized and healthy development of the platform economy as soon as possible. All localities should arrange special funds for the relief of small, medium-sized and micro enterprises and individual industrial and commercial households, and give subsidies such as rent, guarantee fee and loan interest to those with operating difficulties. Local governments are encouraged to implement phased preferential electricity prices and "non-stop supply" of water, electricity and gas for small and micro enterprises and individual industrial and commercial households, and make up the arrears within six months. The average tariff of broadband and dedicated lines for small, medium-sized and micro enterprises will be reduced by another 10%. The large and medium-sized enterprises did have a clear repayment plan before the end of May, and the large and medium-sized enterprises had no payment difficulties before the end of May. We will include the clearing of arrears in the focus of this year's audit and the State Council's major supervision, and seriously investigate and deal with acts of default in disguised form. We will promptly introduce measures to reduce the acceptance period of commercial bills. The meeting stressed the need to consolidate responsibilities, especially the responsibilities of local governments, and strive to solve the problem of policy implementation blocking points. In order to help foreign trade enterprises cope with difficulties and challenges, the meeting decided that first, we should strive to ensure orders and stabilize the import and export of key industries and labor-intensive industries. Ensure the stability of production and circulation in the field of foreign trade, determine the list of key foreign trade enterprises, and ensure production, logistics and employment. Second, we should effectively and orderly dredge the collection and distribution of sea and air ports, so as to improve the efficiency of operation and customs clearance. Make good use of air cargo capacity to ensure the transportation of important parts, equipment and products. Investigate and deal with foreign trade freight price violations. Third, we should introduce policies to facilitate the export return and exchange of cross-border e-commerce as soon as possible, and support qualified cross-border e-commerce enterprises to apply for high-tech enterprises. We will support the steady development of processing trade and include labor-intensive processing trade in the central and western regions and Northeast China into the catalogue of industries encouraged by the state. We will explore bringing large-scale medical equipment and robots into the scope of bonded maintenance, and carry out bonded remanufacturing pilot projects such as automobile engines. Fourth, we should increase credit for small, medium-sized and micro foreign trade enterprises, support banks not to blindly withdraw, cut off and suppress loans for those who are temporarily trapped, and sort out a number of urgently needed funds to give key support. Expand the scale of export credit insurance short-term insurance and shorten the compensation time. Increase credit insurance policy financing. Keep the RMB exchange rate basically stable at a reasonable and balanced level. Fifth, we should optimize platform services such as the Canton Fair and strengthen interaction and mutual promotion with cross-border e-commerce. All localities should make good use of the special funds for foreign economic and trade development to support small, medium-sized and micro enterprises to participate in overseas exhibitions.
