People's life safety and health are the premise of human development and progress. Unity in fighting the epidemic is still a major event in the world at present and in the future. In the face of the challenge of the epidemic, China adheres to the concept of a community of human health, unswervingly promotes international cooperation in epidemic prevention and control, and unswervingly provides support to countries, especially developing countries, in combating the epidemic. Whether it is providing vaccines to foreign countries or producing vaccines overseas, China will keep its word and act with results. At present, China has provided more than 2.1 billion doses of vaccines to more than 120 countries and international organizations, successively transferred technology and cooperated in the production of vaccines to more than 20 countries, and formed an annual production capacity of 1 billion doses of vaccines overseas. Mature technology, safe and effective, convenient storage and transportation, accessibility and affordability... Chinese vaccines have been widely recognized. With the joint efforts of the international community, significant progress has been made in global vaccination, but the unfair distribution of vaccines still exists. It is still a top priority to achieve equitable and accessible distribution of vaccines and eliminate the "immunization gap". In this regard, we need to further improve the rules and mechanisms of vaccine distribution, and focus on strengthening support for developing countries, especially African countries, so that the new coronavirus vaccine can truly become the vaccine of people all over the world. While actively promoting the current effective distribution of international vaccines, it is necessary for China to better solve the current problem of unfair international vaccine distribution by establishing R & D cooperation and foreign assistance mechanisms such as BRICs vaccine R & D centers. In this process, we should uphold the concept of human health community, establish specific mechanisms to implement this concept, make full use of China's advantages in vaccine research and development and experience in foreign assistance, and form new and more fair and reasonable international rules. The epidemic is a comprehensive test of the global health governance system, and responding to the epidemic is also an opportunity to improve relevant rules and mechanisms. Vaccine distribution is not only a technical and commercial issue involving R & D, production and circulation, but also a major event involving the international health governance system, including who, the United Nations, major drug producing countries, international non-governmental organizations, enterprises and scientific research institutions. In terms of international trade, intellectual property rights, price mechanism, drug supervision and legal liability, we need to further improve the corresponding mechanisms and rules. For example, under the "new crown vaccine implementation plan" mechanism, we should not only mobilize the enthusiasm of R & D and manufacturers through financial and legal means, but also promote the fairness of vaccine distribution in the world. In particular, we should design a better distribution mechanism under the guidance of the concept of human health community. We should not only provide fish, vaccines and public health products, but also fish, so as to help developing countries form R & D and production capacity or corresponding public health system; We should not only implement the accessibility of vaccines and other public health products, but also reasonably price vaccines and other products under the principle of affordability, so as to better protect the health of local people. In the future, China is willing to work with all parties to strengthen vaccine cooperation, continue to support the anti epidemic cooperation mechanism under the multilateral framework within its ability, jointly build a community of human health and make due contributions to mankind's early victory over the epidemic.
