The exchange and sharing of government service data plays an important role in epidemic prevention. Huang Huang: the core issue of digital government construction is how to realize data sharing across regions, levels, departments and fields, so as to make business collaboration possible, and make online government services "run once at most", "Zero run", and even "second approval" and "invisible approval". However, cross organizational data sharing faces many institutional, organizational and personal constraints.
