Recently, Decree No. 18 of the State Administration of Religious Affairs announced the measures for the financial management of places of religious activities (hereinafter referred to as the measures). The measures were jointly formulated by the State Administration of religious affairs and the Ministry of Finance and will enter into force on June 1, 2022. The measures for financial supervision and administration of places of religious activities (for Trial Implementation) promulgated by the State Administration of religious affairs in 2010 will be repealed at the same time. The promulgation and implementation of the measures is of great significance for the in-depth implementation of the regulations on religious affairs, regulating the financial management of religious venues, safeguarding the legitimate rights and interests of religious venues and religious citizens, and improving the self-management level of religious circles. There are 55 articles in 10 chapters in the measures, which improve the financial management system of places of religious activities. The measures stipulates that religious activity sites shall establish and improve internal financial management systems and financial management institutions, and major matters shall be studied and decided by the site management organization; Implement the accounting system of non-governmental non-profit organizations, set up accounting books according to law, and establish and properly keep accounting files; Formulate the income budget and expenditure budget. All income shall be deposited into the bank settlement account of the unit, not into the individual account, and shall be used for activities consistent with the purpose of the site, not for distribution, and not for fields and activities prohibited by national laws and regulations; Formulate an asset management system and strengthen the management of current assets, fixed assets, intangible assets, cultural relics and cultural assets. The measures clarify the supervision responsibilities of religious affairs departments and financial departments, as well as the supervision rights of site financial personnel, religious clergy, donors and religious citizens.
