Anchor the overweight layout of the three operators of the new track "counting from the east to the west"

2022-03-28

With the official and comprehensive launch of the "east to West computing" project, as the national team and main force of digital information infrastructure construction, the three major operators have anchored the "east to West computing" to speed up the layout. From the signals released by the three major operators in the 2021 financial report and performance analysis meeting recently, comprehensively promoting the construction of computing network, further adding weight to the western region, laying out new computing infrastructure, and focusing on increasing the investment in "computing from the east to the west" has become the focus of 2022. Intensive investment layout plan With the good release of the "counting East and counting West" project, the data center projects of the three major operators are under construction at full speed. In Gui'an new area of Guizhou Province, China Unicom Gui'an cloud data center provides a solid "base" of computing power for Internet enterprises, finance and insurance industry, serving the southwest, radiating South China and serving the whole country. It is reported that the total investment of China Unicom Gui'an cloud data center project is about 6 billion yuan, with a planned switchboard of 32000, which can accommodate 600000 servers. Li Ming, an employee of the data center, introduced that at present, 3000 racks have been built in the first phase of the data center, which can accommodate 45000 servers, and the capacity utilization rate has reached 70%. It is planned to carry out the scale construction of the second phase this year. In Ningxia, the construction of phase II project of China Mobile (Ningxia Zhongwei) data center has also been fully started. The planned land of the project is 20 mu, and more than 3000 racks will be built. In February this year, the Wuchang phase III project of China Telecom central big data center was officially started, aiming to build a leading green and energy-saving data center in China. While accelerating the pace of project construction, the company focused on serving "counting from the east to the west" and increased the construction of computing network. The three major operators also released the next investment layout plan one after another. Ke Ruiwen, chairman of China Telecom, revealed at the annual performance briefing in 2021 that in 2022, on the basis of further decline in the proportion of capital expenditure to revenue, we will optimize the investment structure, including planned IDC investment of 6.5 billion yuan, new 45000 racks and computing investment of 14 billion yuan. Through new investment, we will activate existing assets and resources and fully undertake the national "computing from the east to the west" project. In 2022, China Mobile's capital expenditure on computing network will reach 48 billion yuan, mainly including direct investment in business network (including mobile cloud and business platform cloud), it cloud, data center, transmission network and convergence computer room. The deployment of the national "Eastern digital Western computing" project will be implemented. The goal is to put into operation about 450000 available IDC racks by the end of 2022. "The construction of the computing power network will be carried out in an all-round way, and the relevant capital expenditure of the computing power network will gradually increase in the future." Yang Jie, chairman of China Mobile, said. China Unicom said it would moderately increase capital expenditure in 2022 and keep the growth of capital expenditure matching the growth of revenue. It is expected that capital expenditure will increase slightly in 2022, of which 5g investment may be flat, focusing on increasing the project investment of "counting from the east to the west". Continuously optimize the layout of computing resources According to the data of the national development and Reform Commission, at present, the scale of China's data center has reached 5 million standard racks, and the computing power has reached 130 eflops (1.3 trillion floating-point operations per second). With the comprehensive and continuous penetration of digital technology into all fields of economy and society, the demand for computing power in the whole society is very urgent, and it is expected to grow rapidly at a rate of more than 20% every year. "Whether the 'Foundation' of computing power is consolidated or not is related to whether the 'building' of digital economy can stand tall." Feng Jie, general manager of cloud Network Development Department of China Telecom Group Co., Ltd. and member of information and communication economy expert committee of the Ministry of industry and information technology, said. However, it should also be noted that in the past ten years, while the layout of computing resources in the East, middle and west of China has made great progress, the development is also slightly unbalanced and insufficient. Sun Limei, consulting and design director of China Mobile Communications Group Design Institute Co., Ltd., said that data and computing power are concentrated in economically developed areas, but these areas have tight energy consumption indicators, high power costs, and great difficulties and limitations in developing data centers on a large scale; Some western regions are rich in renewable energy and have a suitable climate, but the bottleneck of small network bandwidth and high cost of inter provincial data transmission has resulted in low utilization of the western data center, resulting in the situation of "breaking the head in the East and low utilization in the west". This contradiction between supply and demand makes the "East data and West computing" project more necessary and urgent. In fact, the three major operators have prospectively arranged the computing network, which is highly in line with the requirements of the "East West computing" project. For example, China Telecom has more than 700 data centers and 470000 racks. Geographically, nearly 80% of the racks are concentrated in Beijing Tianjin Hebei, the Yangtze River Delta, the Great Bay area of Guangdong, Hong Kong, Macao and Shaanxi, Sichuan and Chongqing, and 50% in Beijing, Shanghai, Guangzhou, Shenzhen, Nanjing and Hangzhou. Next, the three major operators will further add weight to the western region and layout new computing infrastructure. China Mobile will further connect with the deployment of "counting from the east to the west", deepen the top-level design, and improve the planning and construction schemes such as network wide computing power service resource pool and network interconnection. China Unicom will speed up the construction of new data centers with high computing power, high security, green and low-carbon in Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Bay area and Chengdu Chongqing in accordance with the overall layout of the national integrated big data center system and the requirements of the eight computing power hub nodes, so as to realize large-scale computing power deployment. In addition, China Telecom said it would speed up the land acquisition and construction of the eight hub nodes. It is expected that by the end of the 14th five year plan, the scale of data center racks will account for 85% in relevant regions; The ratio of East to West has been adjusted from 7:3 to 6:4. "Green and low carbon" has become a key word of development For operators, taking advantage of the "east wind" of the construction of the national integrated big data center system will effectively make up for the shortage of resources in the East, fully revitalize resources in the West and reduce operating costs. "The energy consumption of China's data center and data network has been reduced to a certain extent since the integration of China's large computing network in 2021. The total power consumption of China's data center has been reduced to a certain extent." Liu Guiqing, deputy general manager of China Telecom Group Co., Ltd., said. The construction of integrated big data center system is also an important part of the implementation of "double carbon" strategy. Feng Jie said that this will accelerate the low-carbon transformation and development of the data center industry as one of the key areas of carbon emission reduction, pry the green process of the whole integrated big data center system, and further release the green value brought by the system construction to the social and economic transformation of the whole society. In Yang Jie's view, with the official and comprehensive launch of the "counting from the east to the west" project, accelerating the innovative development of computing network will not only help to implement the deployment requirements of the national "new infrastructure" and promote the accurate allocation and on-demand acquisition of computing resources, but also promote the extension and expansion of the eastern digital economy industrial chain to the west, effectively reduce computing energy consumption, help regional coordinated development and achieve the national carbon peak and carbon neutralization goals. The reporter noted that "green and low carbon" has also become a key word for the three operators to build data centers. During the "14th five year plan" period, China Telecom plans to realize the joint construction and sharing of 4 / 5G networks, save more than 45 billion kwh of power, account for more than 80% of large and super large green data centers, and the pue of new data centers is less than 1.3. By the end of the "14th five year plan", the comprehensive energy consumption and carbon emission of unit Telecom Services will be reduced by more than 23%. China Unicom also said that it will give full play to the advantages of natural resources such as energy and climate, build four national western computing hub nodes in Mongolia, Guizhou, Gansu and Ningxia, improve the service quality and utilization efficiency of computing power, and build a national non real-time computing power guarantee base. Flexible deployment of edge data centers. Through the improvement of technology guidance and management efficiency, optimize the "two wheel" drive of increment and transformation of stock, and promote the energy conservation and carbon reduction of data center.
