Using legal means to help the elderly get out of the "Digital Dilemma"

At present, the elderly are mainly trapped in "digital divide", "digital addiction" and "digital trap" in the Internet era. In terms of "digital divide", restricted by technology, culture, the elderly themselves and other factors, there are great differences between the elderly and other groups in the ownership and application of information technology. It is difficult to adapt to the rapid technological change. They are frequently in trouble in the fields of intelligent travel, medical treatment, consumption and so on, which is divorced from the information age. In terms of "digital addiction", some platforms, with the help of capital, use "algorithm" technology to obtain and analyze the browsing preferences of the elderly, accurately push shopping, health care and other information, induce them to install rogue software, use short videos to publish rumor articles, brainwash the elderly and carry out comprehensive "hunting". The platform uses this "addiction" to design game rules, which has multiplied the possibility of the elderly indulging in it. In terms of "digital traps", some criminals take advantage of the weak network identification and prevention ability of the elderly to set up traps for the elderly on the Internet, using petty profits as a gimmick, attention occupation as a means, and red envelopes as a temptation, so as to finally achieve the purpose of stealing users' personal information and defrauding users' funds, Regard the elderly as the target of a new round of flow and capital harvest. In this regard, experts suggest building a digital governance system for the elderly, accelerating the construction of network security laws and regulations, and helping the elderly get rid of the "Digital Dilemma". Based on the views of experts such as Lu Jiehua, a professor at Peking University, Yang Jianghua, an associate professor at Xi'an Jiaotong University, and Li Jing, a lecturer at the Law School of China Institute of labor relations, the first is to improve relevant laws, regulations and regulatory systems and build a governance system for the "digital divide" of the elderly. On the one hand, we should keep pace with the times, formulate and improve relevant laws, regulations and regulatory systems, strengthen digital legal supervision, timely revise and properly adjust the current law on the protection of the rights and interests of the elderly, and supplement and improve the contents of digital equality, anti discrimination, digital relief, lifelong education and so on. On the other hand, we should explore a diversified, unified and mutually reinforcing comprehensive system of government supervision, platform autonomy, industry self-discipline and public participation, and establish a long-term mechanism for the construction of digital rule of law. The second is to strengthen the supervision of platform enterprises, give play to the role of the elderly user model, and use family and social forces to help the elderly get rid of "digital addiction". Platform enterprises should establish and improve industry norms, actively improve their own algorithm technology, provide high-quality content to the elderly, do not push repetitive, inductive and harmful information, and divert and control from the root. We can follow the youth model launched by many live broadcasting platforms and websites, establish a truly effective elderly user model, and guide the elderly to correctly use network tools to participate in social life. At the same time, according to the requirements of the opinions of the CPC Central Committee and the State Council on strengthening the aging work in the new era, the whole society should encourage children to transfer digital thinking and skills to the elderly, so as to help the elderly better adapt to the digital life. Third, strengthen the supervision of illegal apps, improve the digital literacy of the elderly, and prevent them from falling into the "digital trap". On the one hand, we will strengthen the punishment of online fraud and information abuse, and severely punish app developers and operators with concentrated problems through the anti fraud big data information monitoring and online complaint platform, until the industry ban is implemented. Urge platform enterprises to timely establish anti fraud big data basic resource database and illegal app negative list database, making it difficult for network fraud software and applications to gain a foothold on major public platforms. On the other hand, administrative departments, social welfare organizations, communities, families and other forces can cooperate to continuously improve the digital literacy of elderly Internet users, help them establish the necessary awareness of network fraud and prevention, and make this group form a "group immunity" against digital scams.
