3500 villagers were recovered from the rent arrears

"You coordinate our affairs. You haven't even drunk water in the village!" A few days ago, a group of eight villagers from Chenzhuang village, Qinghetou Township, Puyang County, Henan Province, walked into the Puyang County procuratorate and excitedly told the case handling prosecutor that the land rent arrears of 3500 villagers had been paid in place. In March 2021, dozens of villagers' representatives came to Puyang County procuratorate to report that more than 3500 villagers from more than 700 households in the village signed a land contract agreement with Ding in the name of the villagers' group in October 2014, subcontracting more than 470 mu of land for 10 years, and the rent is paid at the beginning of each year. After signing the agreement, Ding paid the rent on schedule until 2017. After 2018, Ding has been in arrears with the rent. After repeated urging by the villagers, Ding refused to pay. In this regard, Puyang County procuratorate carefully studied and judged that the situation was in line with the relevant provisions of the civil procedure law. Upon the application of the villagers, it decided to help the villagers safeguard their legitimate rights and interests by supporting the prosecution. At the same time, it guided the villagers of the village to select entrusted agents to participate in the litigation and help them complete the filing procedures in Puyang County Court. Considering that most villagers use land rent as their source of income and have difficulties in paying legal fees, the court actively communicates and coordinates with the court to help them successfully apply for deferment of legal fees. From May 29 to June 1, 2021, a total of 23 consecutive civil cases of land rent recovery by villagers in Chenzhuang village, Qinghetou Township, supported and prosecuted by Puyang County Procuratorate, were held. Meanwhile, more than 40 deputies to the National People's Congress, members of the CPPCC and representatives of the masses attended the audit. On June 29 of the same year, the court made a judgment in accordance with the law, supporting all the demands put forward by the villagers, and ordered Ding to pay a total rent of more than 650000 yuan. Shortly after the judgment came into effect, Puyang County procuratorate learned that the high-voltage line erected by an electric power company designated by Qinghetou township government passed through the contracted land, which seriously damaged the crops planted on the land, and should pay about 500000 yuan to the contractor Ding for the attachments on the land. On the one hand, the procurator suggested that the Qinghetou township government suspend the payment of compensation to Ding, on the other hand, he informed the court to take enforcement measures in time. In October 2021, the court frozen the compensation payment, and then Ding reached an implementation settlement agreement with the villagers of Chenzhuang village. Up to now, all the land rent execution funds have been distributed to the villagers. (outlook new era)
