The treaty is the world's first and only human rights treaty in the field of copyright, which will further guarantee the equal access of people with reading disabilities to culture and education. During a video meeting with Deng Hongsen, director general of the world intellectual property organization, who came to China to attend the opening ceremony of the Beijing Winter Olympic Games, Zhang Jianchun, Vice Minister of the Central Propaganda Department, said on the afternoon of the 5th that China would do a good job in the implementation of the Marrakech treaty and implement the treaty's support for people with reading disabilities. At the same time, we will, as always, strengthen cooperation with the world intellectual property organization, deeply participate in global intellectual property governance under the framework of the world intellectual property organization, work together to build an open, inclusive, balanced and effective new international order of copyright, and contribute more Chinese wisdom to promoting copyright protection and the development of copyright industry. In order to eliminate the copyright barrier for people with reading disabilities to obtain works at the international legislative level, the world intellectual property organization adopted the treaty at the diplomatic conference held in Marrakech, Morocco, on June 27, 2013. The treaty entered into force on September 30, 2016 and has 84 parties. After the adoption of the treaty, China signed the treaty and completed the revision of the copyright law on November 11, 2020, making legal preparations for the ratification of the treaty. On October 23, 2021, the 31st meeting of the Standing Committee of the 13th National People's Congress voted and adopted the decision of the Standing Committee of the National People's Congress on Approving the Marrakech Treaty on facilitating access to published works for the blind, visually impaired or other print reading impaired.
