The HKSAR Government strongly opposes the relevant resolutions of the European Parliament on Hong Kong

2022-01-24

On the 21st, the Hong Kong SAR government expressed strong dissatisfaction with the so-called resolution on Hong Kong adopted by the European Parliament, and resolutely opposed the unreasonable accusations made by the European Parliament against Hong Kong to discredit the rule of law, freedom and democratic development of Hong Kong. A spokesman for the SAR government said that the SAR Government scoffed at the so-called "sanctions" proposed by foreign politicians against SAR government officials and will continue to unswervingly and fully safeguard national security. We urge foreign politicians to immediately stop interfering in Hong Kong's affairs, which are purely China's internal affairs, because of their biased political interests, in flagrant violation of international law. The spokesman said that improving the electoral system would fully implement the principle of "patriots governing Hong Kong" and ensure that the members of the Legislative Council of the special administrative region are people who love the country and Hong Kong and who take the interests of national development and the long-term prosperity and stability of Hong Kong as their goals. The members of the Legislative Council elected this time come from different backgrounds and political spectrum. Their diversity highlights the wide representation and political inclusiveness of the new electoral system. They are elected through election committee elections, functional constituency elections and district direct elections respectively, balancing the overall interests, sectoral interests and regional interests of Hong Kong and ensuring balanced participation. The open, fair and benign competition among the candidates participating in the election reflects the fairness and competitiveness of the new electoral system. The spokesman pointed out that the democratic system implemented after Hong Kong's return to the motherland originated from the national constitution and the Hong Kong Basic Law. The improved electoral system is clearly stated in Annexes I and II of the Hong Kong Basic Law, fully demonstrating its legitimacy, superiority and progress. The spokesman stressed that freedom of speech and the press were protected by the Hong Kong Basic Law and the Hong Kong Bill of Rights Ordinance. Article 4 of the national security law of Hong Kong also makes it clear that the Hong Kong Special Administrative Region shall protect these rights and freedoms according to law in safeguarding national security. The spokesman said that foreign politicians' attempts to distort facts and maliciously slander law enforcement actions carried out according to law are in violation of international law and gross interference in Hong Kong affairs. We are strongly dissatisfied with this and must denounce it. The spokesman pointed out that the Hong Kong SAR is an inseparable part of the people's Republic of China and it is the SAR's responsibility to safeguard national security. According to the basic law of Hong Kong, the SAR has a constitutional responsibility to legislate in accordance with Article 23 of the basic law. Article 7 of the Hong Kong national security law also clearly stipulates that "the Hong Kong Special Administrative Region shall complete the legislation on safeguarding national security stipulated in the basic law of the Hong Kong Special Administrative Region as soon as possible and improve relevant laws". We will actively promote the legislation of Article 23 of the basic law of Hong Kong. The spokesman stressed that the implementation of "one country, two systems" is based on the constitution of the people's Republic of China and the basic law of Hong Kong, not the Sino British Joint Declaration. "One country, two systems" ensures the long-term prosperity and stability of Hong Kong and will be fully and accurately practiced in the HKSAR without distortion and deformation.
