Recently, the development plan for the publishing industry during the 14th Five Year Plan period (hereinafter referred to as the plan) released by the State Press and Publication Administration mentioned the plan to promote the formulation of relevant laws and regulations, including the "book price legislation" proposed by people in the industry for many years. In the part of "standardizing the online and offline publishing order", the plan proposes to strictly standardize the cooperation between publishing units and private institutions, and seriously investigate and deal with the behavior of "buying and selling book numbers". Strengthen the supervision and management of publication prices, promote book price legislation, effectively stop the vicious "price war" of online and offline publication sales, and create a healthy and orderly market environment. Further consolidate the main responsibilities of relevant units and platforms of online publishing, strengthen hierarchical and classified management, improve innovative ways and means of content supervision, increase special treatment in key areas such as online games, deal with prominent problems and chaos reflected by the people, and better optimize the ecology of online publishing. At the two sessions in 2020, Tan Yue, pan Kaixiong and Yu Dianli, members of the National Committee of the Chinese people's Political Consultative Conference (CPPCC), jointly put forward the proposal on legislating and regulating the retail price competition of books, which pointed out that as early as 2010, China Publishers Association, China Book and periodical distribution industry association and China Xinhua Bookstore Association jointly issued the rules for fair trade of books, which is the industry standard of domestic book publishing industry, It is expected to standardize the discount chaos in book retail, which clearly stipulates that "the sales of new books shall not be less than 80.50% off within one year after entering the retail market". However, this "rule" known as the "Book ban order" was launched soon, that is, it died prematurely because "the three publishing units do not have relevant qualifications" and "suspected of violating the anti-monopoly law of the people's Republic of China". It is worth mentioning that on September 27, 2021, online celebrity anchor Liu Yuanyuan opened a special live broadcast of RMB 100 million, known as "calling half of China's publishing houses", and indicated in the notice that 500000 books with a price below RMB 10 and 100000 books with a price of RMB 1 were prepared. According to statistics, in the first half, there were 124 books and entertainment commodities on the shelves in Liu Yuanyuan's live broadcasting room, of which 58 products sold for less than 10 yuan, accounting for nearly 50%. Liu Yuanyuan's live broadcast immediately attracted concerns and doubts from people in the book publishing industry, saying that this practice of drinking poison to quench thirst is undoubtedly expelling good money from bad money, which has seriously disturbed the operation and development order of the book publishing industry. 10 yuan or even 1 yuan a book, where does the profit of the publishing house come from? According to insiders, for live broadcasting, the cost includes the copyright and printing cost of the book itself, the cost of logistics, the Commission sharing of the anchor, the expenditure of customer service manpower, etc. no matter how it is calculated, it is difficult to calculate how the genuine books below 10 yuan have profit space, let alone the books of 1 yuan, Even de stocking requires a logistics cost of 3 to 5 yuan per order. If the "book price legislation" can be successfully implemented, the positioning of book price will have laws to follow. Creators, publishers and physical bookstores have more protective barriers, which can carefully polish their works and contribute to the more standardized development of the book publishing market and the cultural industry.
