Six departments including the State Administration of Cultural Relics: establish a normal public welfare consultation mechanism for cultural relics appraisal

The reporter learned from the State Administration of cultural relics on the 27th that in order to strengthen the management of folk cultural relics collection and promote the orderly development of the cultural relics market, the State Administration of cultural relics and other six departments recently issued relevant opinions and proposed to establish a normal mechanism for public welfare consultation of cultural relics identification and improve the protection level of folk cultural relics collection. It is proposed to establish a normal public welfare consultation mechanism for cultural relics appraisal, encourage qualified state-owned museums, state-owned cultural relics stores, cultural relics appraisal and evaluation institutions involved to provide public welfare consulting services to the society, and popularize the knowledge of cultural relics collection and appreciation. We will explore the establishment of a national cultural relics appraisal and evaluation management system, pilot the management of the qualifications of cultural relics appraisal institutions, standardize the operational activities of cultural relics appraisal, and provide convenient services for the orderly circulation of folk collected cultural relics. The opinions pointed out that we should improve and implement the reward system and tax preferential policies for donating folk cultural relics to state-owned cultural relics collection units, allow facilities such as museums and buildings to be named by the donor's name, and attract donors to participate in the corporate governance of public cultural institutions. The Opinions also stressed that we should clarify the conditions for the circulation of cultural relics into the market, strengthen the tips on transaction risks, enrich and improve China's stolen (lost) cultural relics database, publish the market warning catalogue of stolen (lost) cultural relics information cases, guiding standards for the identification of cultural relics prohibited from trading, and guide private cultural relics collectors and cultural relics business entities to legally trade cultural relics.
