Recently, the Guangzhou municipal government issued several policies and measures to promote the digital transformation of manufacturing industry in Guangzhou (hereinafter referred to as "policies and measures") to comprehensively start the implementation of the digital transformation of manufacturing industry with Guangzhou characteristics. The policy and measures put forward two phased development goals and four main tasks, a total of 15 measures, which have two characteristics. First, it has increased financial support, with a maximum reward of 5 million yuan to support relevant projects; Second, it is proposed that the digital transformation of manufacturing industry will "implement policies according to enterprises". Combined with the reality of industrial development, Guangzhou will promote the digital transformation of 3500 Industrial Enterprises above Designated Size in the next two years, introduce and cultivate about 200 manufacturing digital transformation service providers, and build 1-2 national cross industry and cross domain industrial Internet platforms; By 2025, the city will promote the digital transformation of 6000 Industrial Enterprises above Designated Size, drive 200000 enterprises to go to the cloud, reduce costs, improve quality and efficiency, and basically build a "customized city" with international influence and a benchmark city for global digital industry integration. Focusing on digital transformation, Guangzhou will focus on four aspects: precision policy implementation, infrastructure, technological innovation and industrial ecology. According to the policies and measures, Guangzhou plans to provide differentiated support policies around different industrial chains, industries and enterprises. In the specific implementation process, Guangzhou promotes the networked coordination of its key industrial chains around the "one chain and one policy" of 21 industrial chains; In the digital transformation of traditional characteristic industrial clusters, "one line and one policy" will be adopted to promote the full coverage of the industry from "building a platform" to "using a platform"; In the digital transformation of manufacturing single champion and specialized and new enterprises, Guangzhou will "adapt to enterprise conditions" and promote the construction of intelligent factories and workshops; For the network construction of industrial parks, "one park and one policy" will support network construction and data collection. Guangzhou's network construction and industrial Internet platform will be promoted simultaneously. The policies and measures mentioned that those rated as cross industry and cross field comprehensive industrial Internet platform by the Ministry of industry and information technology will be rewarded with 5 million yuan at one time, and those rated as national characteristic or professional industrial Internet platform will be rewarded with 3 million yuan at one time. In addition, the policy measures focus on innovative development and ecological construction. The policy strongly supports enterprises to tackle key technical problems, especially basic commonalities and industrial general industrial software with strong universality and high reuse rate. A one-time reward of up to 5 million yuan will be given to information technology application and innovation projects. Focusing on the open and cooperative industrial ecology of digital transformation of manufacturing industry, Guangzhou will continue to improve digital transformation services, support enterprises to deepen data application, establish normative standards, and provide government purchase services. In the training of digital professionals, the government will actively promote the construction of digital transformation disciplines with universities, service institutions, platform providers and enterprises. In terms of other awards and subsidies, Guangzhou will provide up to 5 million yuan for application solutions and projects of "chain owner" enterprises, platform service providers with remarkable achievements in digital transformation of service enterprises, and projects related to building 5g demonstration network combined with industrial application systems.
