Urban and rural residents' pensions are accelerated to "fall into the bag", and local governments are brewing a new round of raising plans

2021-12-22

The increase of pension treatment for urban and rural residents in China is speeding up "falling into the bag". Gansu Provincial Department of human resources and social security said recently that 14 cities and prefectures in the province and Lanzhou New Area completed the adjustment and reissue of the provincial basic pension minimum standard of basic old-age insurance for urban and rural residents one month ahead of the original plan. At present, it has benefited 3.17 million insured elderly over the age of 60 in the province, with a total payment of 158 million yuan. According to statistics, since this year, nearly 20 provinces have raised the pensions of urban and rural residents. At the same time, the local government is still brewing a new round of upward adjustment plan. According to the notice on raising the provincial basic pension minimum standard of basic old-age insurance for urban and rural residents in 2021 issued by the human resources and Social Security Department of Gansu Province, the provincial basic pension minimum standard of basic old-age insurance for urban and rural residents in Gansu Province is increased to 20 yuan per person per month, that is, an increase of 5 yuan from the original 15 yuan per person per month, After raising the standard, the minimum standard of basic old-age insurance for urban and rural residents in the province reached 113 yuan per person per month. The relevant person in charge of the Ministry of human resources and social security previously disclosed at the press conference in the third quarter of 2021 that 16 provinces have increased the provincial basic pension of old-age insurance for urban and rural residents. The move benefited 72.09 million urban and rural elderly in Shanghai, Beijing, Tibet, Zhejiang, Jiangsu, Guangxi, Inner Mongolia, Ningxia, Xinjiang (including Xinjiang production and Construction Corps), Jiangxi, Gansu, Jilin, Shandong, Hubei, Anhui and Hainan, with a maximum increase of 100 yuan per month. At present, judging from the fact that the minimum standard of basic pension for urban and rural residents has been raised in 2021, the highest standards are Shanghai, Beijing and Tibet, reaching 1200 yuan, 850 yuan and 205 yuan respectively. It is worth noting that, compared with the pension of urban employees, the pension treatment of urban and rural residents is still low, which can not fully meet the pension security needs of urban and rural residents. Many localities will also accelerate the improvement of the adjustment mechanism and prepare a new round of upward adjustment plan. For example, the 14th five year plan for the development of social insurance recently released by Chongqing proposes to optimize the insurance structure of various types of insurance, improve the payment level standard of basic old-age insurance for urban and rural residents and the dynamic adjustment mechanism of payment subsidies, and strengthen the pattern of more payment and more long-term payment. Ningxia proposes to continuously adjust the basic pension treatment from 2022 to 2025. The autonomous region adjusts the basic pension of urban and rural residents by 5 yuan every year. Cities (counties and districts) can adjust the basic pension of urban and rural residents on the basis of unified adjustment of the autonomous region according to their local economic conditions. The adjustment scope will benefit 480000 urban and rural residents in the region. It is expected that the basic pension of urban and rural residents in the autonomous region will reach about 230 yuan by 2025. In addition, the pace of entrusted investment in endowment insurance for urban and rural residents is also accelerating. Up to now, 21 provinces have started entrusted investment in endowment insurance for urban and rural residents. With the growth of investment income, the pension income of urban and rural residents is expected to be further improved. (outlook new era)
