For the first time, China put forward a proposal on standardizing the military application of artificial intelligence

Li Song, Chinese ambassador extraordinary and plenipotentiary for Disarmament Affairs, led a delegation to attend the Sixth Review Conference of the United Nations Convention on certain conventional weapons in Geneva on the 13th, and submitted China's position paper on regulating the military application of artificial intelligence to the conference. This is the first time that China has put forward an initiative on standardizing the military application of artificial intelligence. In a joint interview with China's permanent reporters in Geneva on the same day, Li Song said that the working paper proposed by China is the first position paper on artificial intelligence security governance within the framework of the Convention on certain conventional weapons. The document focuses on the R & D, deployment, use and other important links involved in the military application of artificial intelligence, and puts forward solutions on how to responsibly develop and utilize artificial intelligence technology in the military field. Li Song pointed out that with the rapid development and wide application of artificial intelligence technology, artificial intelligence security governance has become a common topic in the international community. The military application of artificial intelligence technology may have far-reaching impact and potential risks in strategic security, governance rules, ethics and so on. China believes that under the background of multiple challenges to world peace and development, all countries should uphold the concept of common, comprehensive, cooperative and sustainable global security, seek consensus on how to regulate the military application of artificial intelligence through dialogue and cooperation, build an effective governance mechanism, and avoid major damage or even disaster to mankind caused by the military application of artificial intelligence. Li Song said that China put forward the global data security initiative last year, which is the leading and comprehensive global initiative in the field of data security. It has contributed Chinese wisdom to maintaining data security, promoting digital development and cooperation and promoting global digital governance. On this basis, China and Arab countries jointly issued the China Arab data security cooperation initiative in March this year, marking an important step for developing countries in jointly promoting global digital governance. Li Song said that the submission of the position paper on regulating the military application of artificial intelligence is another important effort for China to actively lead the process of international security governance in response to the development situation of international security and emerging science and technology. Standardizing the military application of artificial intelligence is conducive to enhancing mutual trust among countries, maintaining global strategic stability, preventing an arms race and alleviating humanitarian concerns.
