China's main forum on the international day against illegal trafficking in cultural property was held in 2021

On November 14, the China Home Forum of "International Day against illegal trafficking in cultural property" in 2021, hosted by the State Administration of cultural relics and hosted by Shanghai Municipal Bureau of cultural relics and Shanghai University, was held online. It is reported that since joining the Convention on the methods of prohibiting and preventing the illegal import, export and transfer of ownership of cultural property in 1970, especially since the 18th National Congress of the Communist Party of China, China has actively implemented the spirit of the Convention and taken nine effective measures, namely, adhering to the construction of the rule of law first, building a system of laws and regulations for the protection of cultural relics, and putting resource protection first We will establish a system for the investigation and registration of cultural relics resources, give priority to social benefits, establish a regulatory system in the field of cultural relics circulation, strictly control the entry and exit of cultural relics, establish an audit and management system for cultural relics, crack down on cultural relics crimes, establish a long-term mechanism for the safety of cultural relics, safeguard cultural rights and interests, establish a mechanism for the recovery and return of lost overseas cultural relics, and abide by international obligations A series of breakthroughs have been made in building a risk warning mechanism for foreign stolen cultural relics, upholding professional ethics, building a self-discipline mechanism for collection institutions and market subjects, participating in international governance and building a multilateral and bilateral international cooperation mechanism. In his keynote speech at the forum, Guan Qiang, deputy director of the State Administration of cultural relics, said that in recent years, the international community has had positive interaction in combating illegal trafficking in cultural property and promoting the return of cultural relics, and still faces risks and challenges. All relevant departments have made concerted efforts to improve the work system for combating illegal trafficking in cultural relics, reaffirmed that they retain the right to recover cultural relics looted or illegally lost in history, gathered social consensus on combating illegal trafficking in cultural property, deepened international cooperation in combating illegal trafficking in cultural property, continued to enrich the "Chinese practice" of implementing international conventions, and promoted international organizations to provide services to heal wounds "Public goods" to promote understanding, weave a "moral barrier" for the whole society to jointly crack down on cultural relics crimes, and build an "International Great Wall" to crack down on illegal trafficking in cultural property. At the forum, the director of UNESCO's Bureau of culture and emergency response, Rajah Ellen, expressed appreciation for China's efforts and outstanding achievements in combating illegal trafficking in cultural property through video speeches, thanked China for its strong support for the work of UNESCO, and expected China to make greater contributions to the global fight against illegal trafficking in cultural property. Representatives from the Ministry of public security, the Ministry of justice, the Supreme People's court and Shanghai Municipal Bureau of cultural relics, experts and scholars, senior practitioners and young student representatives from the International Museum Association, Shanghai University, China University of political science and law, Renmin University of China, Shanghai Museum, China Auction Industry Association, Sotheby's (Shanghai) Cultural Development Co., Ltd., Guangming Daily, Deliver speeches from different angles for in-depth communication and discussion. The forum released the special web page of "International Day against illegal trafficking in cultural property in 2021", displayed five publicity posters of UNESCO, linked China's stolen (lost) cultural relics database and foreign stolen cultural relics database, promoted three online exhibitions and nine physical exhibitions, and shared the fruitful results of China's recovery of overseas lost cultural relics with all sectors of society. On November 14, 1970, UNESCO ratified and adopted the "1970 Convention". In 2019, November 14 of each year will be identified as the "International Day against illegal trafficking in cultural property". This is the first Chinese home event of the international day held by the State Administration of cultural relics. (outlook new era)
