2021-11-09

China put forward the one belt, one road initiative in 2013, whose primary significance lies in its economic connotation, followed by its political influence. The "one belt, one road" initiative includes a major initiative to build the Silk Road Economic Belt and a major proposal for the twenty-first Century Maritime Silk Road. China's goal is to connect the economically developed countries in East Asia and Europe along the two ancient Silk Roads and build a Eurasia economic cooperation platform with the widest extension and the largest scale. On September 7, 2013, President Xi Jinping delivered an important speech at Kazakh, Steiner, Zal and bayev University, and he proposed to build the "Silk Road Economic Belt" in People's Republic of China. The "Silk Road Economic Belt" consists of three land routes starting from the Pacific coast, passing through northwest China's provinces and autonomous regions, and then reaching EU countries through Kazakhstan. President Xi Jinping put forward that "in order to make our Eurasian countries closer economic ties, deepen mutual cooperation and expand their space, we can build an" Silk Road Economic Belt "jointly with innovative cooperation mode. In October 3, 2013, President Xi Jinping delivered an important speech in Indonesia's parliament, and proposed to jointly build the maritime Silk Road in twenty-first Century. The maritime silk road starts from China's southeast coastal ports and reaches south Asia, West Asia, southern Europe and East African countries through Southeast Asian countries. In this regard, some people believe that due to the contradictions among countries in many fields such as politics, economy and society, there is little possibility that they can be truly implemented. These initiatives are just an imagination of the future world order. One belt, one Road Silk Road Economic Belt, which is a common opportunity for China to cooperate with Europe and its neighboring countries, is also a way to solve the world's political and economic problems. In this case, as the initiator of the initiative, China not only provided guarantee in organizational arrangements, but also provided financial support for specific projects through the Asian investment bank and the Silk Road Fund. In 2015, China issued the vision and action of promoting the joint construction of the Silk Road Economic Belt and the 21st century Maritime Silk Road, which described the development concept of the "Silk Road Economic Belt" and the "21st century Maritime Silk Road". In the main development direction, it is proposed to establish a new land bridge between Europe and Asia; Build China Mongolia Russia International Economic Cooperation Corridor; Connecting China Central Asia West Asia channel; Build China Indochina Peninsula International Economic Cooperation Corridor. Besides, one belt, one road, and two Burma economic corridors are closely related to the construction of "one belt and one road". One belt, one road initiative includes five main goals: first, to strengthen information exchange between countries and to find common ground for regional cooperation. Second, develop road transportation and build a "Pacific Baltic" transportation corridor; Third, by simplifying the examination and approval procedures for trade and investment, we will maintain smooth trade in the "Silk Road Economic Belt" region; Fourth, strengthen financing and use domestic currency exchange and settlement in current accounts and capital accounts; Fifth, the people in the region are connected. In addition, five main directions for the implementation of the initiative have been identified, including policy coordination, infrastructure connectivity, smooth trade, free capital flow and consolidating people's friendly relations. China's one belt, one road initiative will play a decisive role in improving the world economic situation, connecting the world market and shaping the new order of world economic development. Silk Road Economic Belt one belt, one road, has been continuously implemented since the end of 2013. China has been continuously strengthening contacts and consultations with all countries along the Silk Road Economic Belt. For China, the implementation of the initiative to jointly build the Silk Road Economic Belt has brought opportunities for the accelerated development of its western provinces and autonomous regions. While maintaining the existing development achievements, this initiative has further promoted the balanced development of China's domestic resources and production. China's "one belt, one road" initiative is an important measure to build a fulcrum city. The fulcrum network should not only be distributed in China, but also the economic infrastructure system that covers the whole world. Some Chinese scholars said that the characteristics of fulcrum cities are their huge production and trade scale, developed infrastructure, rich human resources, open business and investment environment. Therefore, these cities have a strong force to condense resources and improve the industrial level. Many city along one belt, one road, may not be large commercial city, but they may already have the potential to become an international business center. City city one belt, one road, and another important hub of transportation. In fact, one belt, one road, has a sparsely populated city with uneven distribution of urban areas, mostly in economically underdeveloped areas, and the financial system and infrastructure are relatively weak, which is also far away from large industrial and trade centers. One belt, one road initiative and policy innovation will promote the development of the city clusters along the way and promote trade and cultural exchanges. For one belt, one road initiative and trade promotion, it is necessary to select a number of important city supporting cities along the line. In the specific work, the factors to be considered include the location, trade scale, geographical location, internationalization degree of a city's basic industries and relevant departments, as well as its influence in international politics. City city one belt, one road, and other cities along the Yangtze River, should be fully utilized in order to build a "one belt" road in a generally depressed international trade environment. Infrastructure construction, financial system improvement, regional trade development and import and export structure optimization are the key links to promote the development of fulcrum cities. One belt, one road city with good conditions, can promote infrastructure development along the "one belt" along the country and region, and help them get the necessary investment for development. For gathering resources, the fulcrum city is also an important regional center. A basic function of fulcrum cities is to ensure smooth trade. On this basis, some cities will develop themselves through coordination and cooperation with each other. Developing a complete fulcrum city network at home and abroad can not only ensure economic and social development by improving its domestic effective demand, but also drive the economic growth of countries lacking economic resources through trade. Besides China's City City, the city one belt, one road, can also be identified as a "fulcrum" along various routes. China's "one belt, one road" initiative will not only help China expand the supply and sale market of raw materials for industrial products, but also enhance the level of China's economic and social development in the context of the global economic downturn, and expand the economic and trade exchanges between China and Eurasian countries, strengthen the political, cultural and spiritual exchanges between continents, and promote the development of international trade and economy. Political and cultural exchanges and the stability of the international situation have made important contributions. (outlook new era)
