We will carry out in-depth special rectification of prominent problems in the field of transportation law enforcement, resolutely clean up unreasonable punishment provisions involving truck drivers, accelerate the improvement of the department coordination and linkage law enforcement mechanism, and seriously enforce law enforcement supervision and discipline accountability, so as to make administrative law enforcement more vigorous and more warm. Second, unblock the complaint and reporting channels for truck drivers. Guide local transportation and public security departments to set up complaint and reporting telephones, and adhere to one thing, one report, one investigation and one response for arbitrary charges, fines and illegal law enforcement involving truck drivers. The third is to simplify the procedures for truck drivers to handle certificates. We will strictly implement the reform of "three checks in one" for ordinary road freight vehicles, continue to promote the "inter provincial office" of high-frequency government affairs for road transport practitioners, improve the recycling system of end-of-life motor vehicles, and effectively reduce the business burden of truck drivers. Fourth, optimize and adjust the policy of banning and restricting trucks. We will carry out in-depth rectification of the illegal setting of road height and width limit facilities and inspection checkpoints, and reasonably set the prohibited and restricted areas and periods for dangerous goods transport vehicles, so as to ensure the basic traffic needs of trucks on urban roads. Fifth, improve the parking and rest conditions for truck drivers. Increase the number of truck parking spaces in the highway service area, continue to promote the construction of "driver's home", and provide convenience for truck drivers to stop and rest. Guide enterprises to reasonably determine the delivery time limit of goods and protect the rest rights and interests of truck drivers. Sixth, crack down on car bandits and road bullies according to law. Multi department coordination and linkage continued to crack down on illegal and criminal acts such as "protection fees" charged by black and evil forces and theft of vehicle fuel and goods, and effectively standardized highway truck rescue services. Seventh, standardize the operation behavior of new online freight formats. We will improve the management system of the Internet road freight platform, strengthen operation monitoring and dynamic management, seriously investigate and deal with acts that damage the legitimate rights and interests of truck drivers according to law, and standardize the operation order of the platform. Eighth, promote truck drivers to participate in social insurance. We should improve the social security policy for truckers, support the pilot projects of the city freight platform enterprises into the occupation injury protection, and promote the liberalization of the registered residence drivers' participation in social insurance registration, and improve the fairness and convenience of the drivers' participation in insurance and treatment. Ninth, reasonably guide the supply of freight market. Strengthen the monitoring and analysis of road freight market operation, guide industry associations to regularly publish regional road freight price indexes, and guide cargo owners, logistics enterprises and truck drivers to set reasonable prices. Standardize the management of auto financial products and reasonably determine the specific issuance proportion of auto loans. Wang Yang said that the introduction and implementation of the opinions and relevant policies will speed up the solution of the "urgent difficulties and expectations" faced by truck drivers, and effectively enhance the majority of truck drivers' sense of employment acquisition and professional belonging. The Ministry of transport will work with relevant departments to guide and urge local governments to seriously organize the implementation, create a good atmosphere of caring for truck drivers, and earnestly implement various measures to protect the rights and interests of truck drivers.
