On Rural Revitalization in Guizhou from the perspective of pepper index

2021-11-01

In autumn, the town called shrimp is full of pepper. Peppers produced dozens of kilometers around and more than 1000 kilometers away are traded here. Guizhou, where the town is located, is a province with a large scale of pepper production and marketing in China. From the pepper farmers who are busy picking peppers to the drying line running at full load, from the pepper brokers who keep calling to the stable and upward pepper index, all parties have gathered good news: it is another pepper harvest year, the purchase price has increased steadily, with an average of 3.4 yuan per kilogram and an average income of more than 4000 yuan per mu. A piece of land is hot Pepper, this red spicy fruit, thrives in the mountains of Guizhou with green as the background color, lighting up the countryside with a touch of bright red. In suotang village, Meitan County, more than 20 kilometers away from Xiazi Town, Xinpu new area, Zunyi City, Li Wei, 42, the head of the cooperative, always rides a motorcycle through the fields. In the past, he planted pepper in front of and behind the house for his own consumption. In 2018, he began to plant 50 mu of pepper alone. This year, he transferred 500 mu of land to plant pepper. Li Wei led the people of suotang to do more and more pepper business. "This year, dry pepper sold for 8 yuan a catty, which is equivalent to 2 yuan a catty of fresh pepper, of which 0.4 yuan per catty was paid to the picker." Li Wei said: "covering film, planting, weeding and harvesting, more than 100 yuan a day, and more than 200000 yuan was paid this year." Li Wei's expenditure is exactly the income of the villagers. At the time of pepper harvest, most of the pepper harvesters in suotang village were middle-aged and elderly women, which not only did not delay the strong labor force to work to make money, but also increased the family income, and survived the slope farmland that used to grow corn and abandoned. Everyone in the village knows that Li Weifeng carried tens of millions of yuan a year. He didn't know the technology of mulching before. He had to weed 4 times a year, and the weather was too dry. "We all eat spicy food. What's bitter?" Li Wei often told the villagers. Guizhou has a large number of professional chili villages such as suotang. This is the epitome of Guizhou's establishment of a series of special industrial classes to help the development of characteristic agriculture and promote the adjustment of industrial structure according to the mechanism of "one key industry, one special work class and one technical team" in recent years. This year, the rural industry development department of the Ministry of agriculture and rural areas issued the national guidance directory for key rural industries (2021 Edition), which guides all localities to strengthen the connection between rural industries and relevant policies such as finance, finance, talents and land, and determine the guidance directory for key rural industries in accordance with the principles of county boundary, rural resources, farmers' priority and the integration of three industries. This year, Guizhou planted 5.7 million mu of pepper, with an estimated output of 7.8 million tons of fresh pepper and an output value of more than 27 billion yuan. Looking forward to the "14th five year plan", Guizhou has established the goal of "primary output value of more than 30 billion yuan, secondary output value of more than 20 billion yuan and tertiary output value of more than 50 billion yuan" every year. A city is born for spicy food Chen Shunguo, 46, is a native of Xiazi town. He has been doing pepper business for 28 years since he learned to do business at the age of 18. "The first time I went to the countryside with a basket on my back, collected the pepper and went back to Xiazi town to sell it. At that time, outsiders could collect two or three thousand kilograms of pepper at a time and send it by train," Chen Shunguo recalled. Later, Chen Shunguo rented a facade of 100 square meters in the farmers' market and earned 40000 to 50000 yuan a year. Now, his company leases more than 700 square meters of property in China pepper city near the exit of Xiazi station of Hangzhou Ruizhou expressway, covering processing area, trading area, warehouse and office area. It handles more than 2000 tons of pepper every year, driving the development of 60000 Mu pepper base, including 12000 mu in Gansu Province. There are two or three hundred merchants like Chen Shunguo settled in China's Chili city. In April every year, the local pepper in Guizhou has not been listed yet. A truck of fresh pepper from Hainan, Yunnan and other places are pulled here, filled with the spicy smell of dried pepper. As a national pepper market, China pepper city continues to improve its service functions such as trading, processing and packaging, cold chain warehousing, logistics and distribution, financial services and comprehensive supporting facilities. At present, it has the conditions for pepper futures delivery warehouse. "The most important role of chili city is buffer and leverage." Fu Lu, general manager of Guizhou Jiaotou agricultural industry development Co., Ltd., which develops and operates China chili City, said that dry chili can be stored in the cold storage for more than three years, and the 20000 ton cold storage in chili city has become a buffer warehouse in case of sudden changes in market demand; Relying on the warehouse receipt pledge and other financial services of chili City, the chili stored in the cold storage is used as a loan pledge, which has become a lever for merchants to expand sales and extend the industrial chain. Guizhou is building the only advantageous and characteristic industrial cluster of Chaotianjiao in China. From the old godmother who went abroad to tens of thousands of small pepper workshops and millions of families who made their own pepper products, it is the largest province of pepper products in China, producing 9 series of more than 70 kinds of pepper products, of which oil pepper products account for 7% in China. Guiding County of Qiannan Prefecture is located on a number of railway and expressway trunk lines, gathering 13 pepper processing enterprises, including Lao Ganma and Buyi girl. Jia Dengping, the person in charge of Lvyuan food factory in Guiding County, said that his pepper factory is very small and consumes 500 kg of dry pepper every day. Starting from small and micro enterprises of workshop style, there are now laboratories and ozone disinfection and packaging lines, and a number of online and offline dealers have been developed. "Through the development of large-scale planting bases, unified varieties, unified seedling raising, upstream, middle and downstream linkage, the pepper industry has continuously improved its ability to innovate and resist risks from point to cluster development," said Zhang Hongling, deputy magistrate of Guiding County. An index smelled spicy There are many varieties of pepper, including finger pepper, bead pepper, thread pepper, bullet head, lantern pepper, erjingtiao, Mantianxing, etc., divided by color, and Chaotian pepper divided by fruit direction. In recent years, 183 new varieties of "Qianla" and "QIANJIAO" series peppers have been selected in Guizhou, and more than 120 varieties have been introduced and screened. "If there are many varieties and prices are chaotic, there is no bottom in planting pepper." Li Wei said that as a grower, what he most cares about is whether the price will be stable in the coming year. At the end of 2018, the information center of the Ministry of agriculture and rural areas and the Department of agriculture and rural areas of Guizhou Province launched the wholesale price index of Chaotian pepper (dry pepper) in Zunyi, China. As the first characteristic agricultural product price index jointly built by provinces and ministries in China, it reflects the price trend of pepper market after it goes online, so that the transaction can gradually realize "knowing". In 2020, after full demonstration, on the basis of Zunyi pepper index, add the wholesale price index of three origin peppers, enrich and improve the origin and land sales index varieties, and jointly form China's dry pepper series price index. At present, basically realize the coverage of important domestic pepper varieties, and regularly sample and collect prices in major pepper markets across the country. After the Spring Festival in 2020, China's dry pepper series price index ushered in a wave of rapid decline. Industry analysts believe that novel coronavirus pneumonia was affected by the outbreak of the new crown pneumonia in 2020. The restaurant industry was cautious about purchasing chili peppers. Traders did not expect that the epidemic duration was stocked regularly, and pepper production increased throughout the country. Due to the good control of the domestic epidemic situation and the gradual recovery of terminal pepper demand, the pepper index has been fluctuating upward since this year. Now, pepper city holds irregular training on index, futures, finance and other knowledge for pepper brokers to improve their ability to avoid risks according to changes in market information. Chen Shunguo said that with the pepper index, all parties to the transaction have price to rely on, quality according to price and price according to quality. "Pepper price index is an important carrier for the high-quality development of pepper. According to the changes of market information, it provides a wind vane and barometer for government supervision and trade decision-making." Wang Jian, director of platform operation Department of China pepper City, said that referring to the price index, pepper city has realized a variety of financial extension businesses and served pepper farmers, pepper merchants and pepper enterprises through order planting, warehousing, logistics, consignment and sales. "Aiming at the goal of 'Zunyi pricing and global distribution' of dried pepper, we continue to tell brokers that it is not enough to earn only the difference between buying low and selling high. We should work together to build standard products and well-known brands and connect the countryside to the vast world of finance, Internet and big data," Fu Lu said. Guizhou Dadi, from the pepper import place of "replacing salt with pepper" due to lack of salt hundreds of years ago, to 108 countries and regions where pepper products are exported to Sichuan, Hunan, Chongqing, Pearl River Delta, Yangtze River Delta and overseas, exporting the "spicy world" culture has become an important link affecting pepper trade and index. The consensus of all parties is that to revitalize rural areas, we should find out the advantages, find the way and stick to the end. (outlook new era)
