However, the problem of waste can not be ignored, and the task of strengthening conservation and loss reduction in all links of the whole grain industry chain is arduous. This plan is formulated to implement the deployment requirements of the Fifth Plenary Session of the 19th CPC Central Committee on "carrying out food conservation action" and promote the implementation of the anti food waste law of the people's Republic of China. 1、 General requirements Guided by Xi Jinping's socialist ideology with China's characteristics in the new era, he persisted in systematic governance, legal governance and long-term governance. He adhered to Party committee leadership, government led, industry guidance and public participation, highlighted key areas and key links, strengthened rigid system constraints, and promoted the reduction of all links in the whole grain industry chain to achieve substantial results, so as to speed up the construction of a higher level and higher quality. Lay a solid foundation for a more efficient and sustainable national food security system. By 2025, the grain saving and loss reduction measures in all links of the whole grain industry chain will be more hardened, implemented and refined, and more obvious results will be achieved in promoting grain saving and loss reduction. The grain saving and loss reduction system, standard system and monitoring system will be basically established, the normal long-term governance mechanism will be basically sound, the "CD-ROM action" will be carried out in depth, the problem of food waste will be effectively curbed, and grain Opposing waste has become a common practice in the whole society. 2、 Strengthening agricultural production links, saving and reducing losses (1) We will promote the economical use of seeds in agriculture. We will improve the approval standards for major grain crop varieties, highlight the characteristics of varieties with high yield, high efficiency, multi resistance, wide adaptability and low loss harvest, and speed up the selection of varieties suitable for seed saving and machine. Develop and promote the R & D oriented catalogue of seed saving and loss reducing machinery, and strengthen the R & D and promotion of advanced and applicable precision planters. Integrated promotion of key technologies such as industrialized centralized seedling raising of rice, single grain precision sowing of corn, precision and semi precision sowing of wheat, and simultaneous sowing of seed and fertilizer. (2) Reduce field harvest loss. We will strive to promote fine grain harvest, strengthen the integration and matching of agricultural machinery, agronomy and varieties, and improve the availability and coverage of key technologies. Formulate and revise the technical guidance specifications for machine harvesting and loss reduction of rice, corn, wheat and soybean, and guide farmers to harvest at the right time. Local governments are encouraged to improve the supply capacity of emergency equipment and emergency services. Accelerate the promotion and application of intelligent green and efficient harvesting machinery. Bring the training of agricultural robots into the cultivation project of high-quality farmers, and improve the standardized operation ability of robots. 3、 Strengthening grain storage and reducing losses (3) Improve the drying conditions of grain after delivery. Bring the complete set of grain drying facilities and equipment into the pilot scope of subsidies for new agricultural machinery products to improve the drying capacity. Encourage grain producing counties to promote the application of environmental protection drying facilities, and strengthen the promotion of green heat source drying equipment. Encourage new agricultural business entities, grain enterprises and grain postpartum service centers to provide grain drying services for farmers, and the land and electricity for drying shall be uniformly managed according to agricultural standards. (4) Support and guide farmers to store grain scientifically. Strengthen farmers' training and services in scientific grain storage technology. Carry out selection and demonstration application of grain storage equipment for farmers of different sizes. In Northeast China, we will promote simple and efficient grain storage equipment for farmers and gradually solve the problem of "lying on the ground". (5) Promote the saving and impairment of storage facilities. We will encourage the promotion of green storage and pilot projects for the standardization of green grain storage. Upgrade and repair old warehouses and promote the informatization of grain storage. We will promote the classification, grading and standardized management of granary facilities, and improve the quality and efficiency of granary use. 4、 We will strengthen the guarantee of impairment in grain transportation (6) Improve transportation infrastructure and equipment. Build special railway lines, special wharves, bulk grain transfer and supporting facilities to reduce grain loss in transportation. We will strengthen the construction of port collection and distribution system and develop multimodal transport of grain containers by rail and water. (7) We will improve the rural grain logistics service network. Improve the digital management level of grain processing industry. Promote the intelligent transformation of flour processing equipment, promote low-temperature rice milling equipment, encourage the application of flexible rice processing equipment, and guide the appropriate processing of oil and grease. Develop the whole grain industry and launch the "national whole grain action plan". Innovate the food processing and distribution mode, support catering units to make full use of the central kitchen, and speed up the construction of staple food distribution center and cold chain supporting system. (10) Strengthen the substitution of feed grain reduction. Promote the reduction substitution technology of corn and soybean meal in pig and chicken feed, and make full use of alternative resources such as miscellaneous grains, miscellaneous meal and grain processing by-products. Improve the oil production process and improve the quality of miscellaneous meal. Improve the national feed raw material nutritional value database, guide feed enterprises to establish a diversified feed formula structure, and promote feed precision formula technology and precision preparation technology. Accelerate the promotion of low protein diet technology, improve the utilization efficiency of protein feed and reduce the proportion of soybean meal. Increase the supply of high-quality forage and reduce the amount of concentrate in cattle and sheep breeding. (11) We will strengthen the comprehensive utilization of grain resources. Effectively utilize grain and oil processing by-products such as rice bran, bran, germ, oil meal, potato residue and potato liquid to produce edible products, functional substances and industrial products. Regulate the development of biomass energy processing industry with grain as raw materials. 6、 We will resolutely curb waste in catering consumption (12) Strengthen the management of business behavior in the catering industry. We will improve the anti food waste system in the catering industry, and improve industry standards and service norms. Encourage and guide catering service operators to actively prompt consumers to order an appropriate amount of food, actively provide "small dishes", "small meals" and other services, and provide consumers with information such as food weight, specification or recommended number of consumers on the display page of menu or online catering service platform. Give full play to the social supervision role of the media and consumers, and encourage the reporting of waste behavior of catering service operators through the service hotline. Illegal acts of food waste by catering service operators shall be seriously investigated and dealt with according to law. (13) Implement the management responsibility of anti food waste in the canteen of the unit. The canteen of the unit shall strengthen the dynamic management of food procurement, storage and processing, promote healthy eating methods such as meat and vegetable matching, less oil and less salt, and formulate and implement measures to prevent food waste. It is encouraged to purchase and use food materials scientifically by making an appointment for meals, matching meals according to quantity, serving small meals and making up meals on demand. Pay close attention to the dining economy in the canteen, and implement the effectiveness evaluation and notification system of anti food waste in the canteen. Carry out unit canteen inspection and correct waste behavior. (14) Strengthen dining economy in official activities. Party and government organs at all levels and state-owned enterprises and institutions should implement the spirit of the eight provisions of the Central Committee and its implementation rules, and earnestly strengthen the management of official activities such as official reception, meetings and training. Arrange the quantity of meals scientifically and reasonably according to the requirements of health and economy, and implement buffet in principle. It is strictly prohibited to organize banquets or eat and drink in the name of meetings, training, etc. (15) Establish and improve the long-term mechanism of school catering saving management. Strengthen the on-site management of school dining, strengthen the dining inspection, and implement the centralized dining companion system in primary and secondary schools and kindergartens. Strengthen home school cooperation, strengthen family education, and cultivate students' good eating habits of diligence, thrift and waste elimination. We will extensively carry out labor education and actively organize various forms of practical education activities on grain conservation. (16) Reduce household and personal food waste. Strengthen the publicity of popular science knowledge about nutrition and diet, advocate balanced nutrition, scientific and civilized eating habits, encourage families to formulate dietary plans scientifically, buy food as needed and make full use of food materials. Advocate the use of small portions, diversified and nutritious cooking methods. (17) Promote the resource utilization of kitchen waste. Guide local governments to establish kitchen waste collection, delivery, transportation and treatment systems, and promote source reduction. Support the resource utilization and harmless treatment of kitchen waste through investment in the central budget and the issuance of green bonds by enterprises, and guide the active participation of social capital. Classify and collect kitchen waste. Explore and promote the feed utilization of table surplus food. 7、 We will vigorously promote scientific and technological innovation to save grain and reduce losses (18) Strengthen technical support for grain production. Promote the research and development of key common technologies in sowing and harvesting links such as air suction seed metering, low loss feeding, high-efficiency cleaning and operation monitoring. Break through the terrain matching technology, develop advanced and applicable technical equipment supporting the agricultural production mode in Hilly and mountainous areas, pay attention to the precision manufacturing of key parts and components, and reduce the harvest loss of grain machinery in Hilly and mountainous areas. Strengthen the research and development of crop harvesting machinery affected by lodging and other disasters. Guide enterprises to tackle key problems of grain harvesting machinery with high efficiency and low loss, and optimize the capacity of header, threshing, separation and cleaning. (19) Promote the quality improvement and upgrading of key technologies for loss reduction in storage and transportation. We will develop intelligent technology for safe, low-temperature, efficient and energy-saving grain storage. Improve the level of pest and mildew prevention and control in storage and develop new drugs. We will promote the use of new warehouses for safe grain storage and promote the application of transverse ventilation grain storage technology. Develop mobile drying equipment to speed up test verification. Study the standardization technology of means of transport, and develop technical equipment for connection and unloading of bulk grain multimodal transport, grain grading and crushing prevention warehousing devices and equipment. (20) Improve the research and development level of grain processing technology and equipment. We will develop technologies for stable quality control of whole grain raw materials, food quality improvement and activity maintenance, and develop nutrition preserving whole grain food. Research on key technologies such as value-added processing of raw grain, and develop key technologies such as production quality control, balanced nutrition allocation and biological processing of coarse grain food. The national agricultural high-tech industry demonstration zone with grain processing as the leading industry will be arranged to promote the transformation of the industry to high-end, intelligent and green, and improve the technical level of by-product utilization. 8、 Strengthen the publicity, education and guidance of grain saving and loss reduction (21) We will build a civilization that saves food and reduces losses. We will integrate the requirements for grain conservation and impairment into citizen conventions, village rules and regulations, industry norms, etc., and promote the publicity and education of grain conservation into government organs, schools, enterprises, communities, rural areas, families and military barracks. Incorporate the requirements of civilized dining table and "CD-ROM action" into the creation of civilized cities, civilized villages and towns, civilized units, civilized families and civilized campuses, and effectively distribute them
