Can the coverage of 'mouse hand' be expanded if it is included in occupational diseases?

2025-05-13

In order to adapt to the new situation and requirements of economic and social development, the new version of the "Classification and Catalogue of Occupational Diseases" has added occupational carpal tunnel syndrome and post-traumatic stress disorder, targeting the occupational health "pain points" of manufacturing workers, medical and health personnel, fire rescue personnel and other groups. The interviewed workers hope to include cervical and lumbar spine diseases in the category of occupational diseases. The 23rd National Occupational Disease Prevention and Control Law Promotion Week was held from April 25th to May 1st this year. During this period, various regions carried out activities such as promoting the rule of law and caring for the mental health of workers in conjunction with the new version of the "Classification and Catalogue of Occupational Diseases" (hereinafter referred to as the "Catalogue"). In order to adapt to the new situation and requirements of economic and social development, the National Health Commission, together with the Ministry of Social Security and other departments, has carried out an orderly adjustment of the Catalogue. In December last year, the new version of the Catalogue was released, adding two categories of "occupational musculoskeletal disorders" and "occupational mental and behavioral disorders". Occupational carpal tunnel syndrome and post-traumatic stress disorder were included in the Catalogue, targeting the occupational health "pain points" of manufacturing workers, medical and health personnel, fire rescue personnel and other groups. The Catalogue will be implemented from August 1st this year. The interviewed workers and experts stated that the expansion of the Catalogue is a blessing for effectively protecting the occupational health rights and interests of workers, and suggested the introduction of relevant supporting measures to promote the implementation of occupational health protection. Recently, Xiong Youming, a mold worker at a Chongqing automotive parts manufacturing company, came across a news article stating that the "Catalogue of Occupational Diseases" has been updated and "Mouse Hand" has been included in the list of occupational diseases. He unconsciously rubbed his slightly swollen wrist, furrowing his brow slightly. 'Isn't this how I feel on my wrist after work every day?' Occupational carpal tunnel syndrome is also known as' mouse hand '. Xiong Youming said that his job involves the handling, installation, adjustment, and operation of molds, and each step requires wrist force. For example, when transporting, lift dozens of pounds of mold base with one hand, repeatedly calibrate the positioning pin in the air during installation, curl up in a small space during debugging, and use a wrench to precisely twist the screws. Due to the frequent high-intensity bending, stretching, and rotating movements of the wrist, sometimes even holding chopsticks becomes a 'technical activity' throughout the day. ”As he spoke, Xiong Youming rolled up his sleeve and pointed to the fair skin on his wrist that had been covered with plaster for a long time, saying, "Look, the plaster has been applied for a long time, and the skin has turned white." He gently rotated his wrist, and the joints immediately made a "click click" sound. I used to think it was just a minor problem that would pass after a while, but now I know it's called carpal tunnel syndrome, which is an occupational disease. ”Xiong Youming added, "Including the 'mouse hand' in the 'Catalog' can provide reasonable compensation if the condition is severe enough to affect work, which really adds protection to our frontline workers. 'Peng Bing, a medical staff member in the intensive care unit of a tertiary hospital in Chongqing, also has a similar feeling about this. She has been dealing with critically ill patients for a long time, with many unexpected situations, high work intensity and psychological pressure. "She often suffers from insomnia and anxiety, but dare not take leave, afraid that patients will not receive timely treatment, and also afraid of affecting the overall work of the team. Many times, 'heart disease' is more difficult to endure than physical exhaustion." In Peng Bing's opinion, including post-traumatic stress disorder in the category of occupational diseases is not only a guarantee, but also a recognition of professional dignity. "In interviews, many manufacturing workers, medical staff, and firefighters told reporters that they are looking forward to the implementation of the Catalogue to 'cure' their 'physical and mental pain'. In the view of Li Jian, a lawyer at Beijing Deheng (Chongqing) Law Firm, including carpal tunnel syndrome and post-traumatic stress disorder in the Catalogue not only provides strong protection for the health rights and interests of workers, but also accurately responds to the "pain points" of occupational health in the new situation. He admitted that all sectors of society have been calling for the inclusion of "mouse hands" and "post-traumatic stress disorder" in the field of occupational disease prevention and control. These injuries have put many workers in a dilemma of safeguarding their rights. Li Jian gave an example that he had previously received a worker who suffered from severe carpal tunnel syndrome due to high-intensity work. At first, the worker didn't pay much attention and just bought ointment to relieve the pain on his own, but as the symptoms worsened, he was unable to work normally. For this reason, the worker applied to the company for job transfer and work-related injury compensation, but as the disease was not included in the category of occupational diseases, the company only provided a small amount of consolation money. The adjustment of the Catalogue allows workers to legitimately demand that employers arrange treatment, rehabilitation, and regular check ups in accordance with regulations, transfer them from unsuitable positions, and properly place them. ”Li Jian said that once a worker is identified as having an occupational disease, the employer should ensure that the worker suffering from the occupational disease enjoys the occupational disease benefits stipulated by the state in accordance with the law. Previously, these two diseases were not recognized as occupational diseases, and employees often had to bear the treatment costs themselves after falling ill. ”The relevant person in charge of Chongqing Occupational Disease Prevention and Control Institute stated that manufacturing workers who repeatedly or forcefully work on their wrists for a long time are a high-risk group for carpal tunnel syndrome. Including occupational carpal tunnel syndrome in the Catalogue can not only provide better treatment for workers, but also reduce their economic burden through work injury insurance. From the perspective of enterprises and society, it helps to promote the improvement of working environment and conditions, reduce occupational hazards, and enhance the health level of workers. Professor Mo Yuanming from Chongqing Technology and Business University stated that timely updates to the Catalogue can transform "injured" workers from "enduring injuries while working" to legally protecting their rights, promote enterprises to actively strengthen occupational protection, and help form a joint occupational health protection system involving the government, enterprises, and workers. After the update of the "Catalog" calling for expanding coverage, our biggest concern is whether it can be implemented effectively. ”Xiong Youming and his colleagues hope that relevant departments can quickly introduce supporting measures, such as clarifying diagnostic criteria, treatment procedures, and recognition procedures. In this way, we can receive treatment and protection more smoothly after suffering from 'mouse hands'. Several practitioners in the field of emergency rescue in Chongqing also expressed that more professional and meticulous services are needed for the treatment and support of occupational post-traumatic stress disorder. They hope that relevant departments will increase investment in mental health services and establish a more complete mental health service system, such as setting up psychological counseling hotlines, organizing psychological experts to provide regular counseling, and establishing follow-up mechanisms. Officials in the field of occupational disease prevention and control believe that the update of the Catalogue is a good start, and to make it effective, a combination of policies is needed. Taking the "mouse hand" as an example, it is necessary to develop diagnostic criteria that cover various aspects such as symptom manifestations and examination indicators, in order to reduce the ambiguity of diagnosis; In the identification process, efforts should be made to simplify procedures and shorten time as much as possible. In addition, it is necessary to strengthen the supervision and guidance of enterprises. The reporter noticed that with the update of the Catalogue, employees in multiple fields such as construction and service industry are looking forward to expanding the coverage of "mouse hands" and "heart problems". When the Yunyang High speed Railway Station Parking Lot and Comprehensive Hub Project Department of China Railway Construction South China Company carried out occupational disease prevention and control propaganda, the workers hoped to include cervical spondylosis and lumbar spondylosis in the category of occupational diseases. Zhang Houhui, the secretary of the Party branch of the project department, admitted that due to long-term work in other places and the absence of family members, coupled with tight schedules, colleagues face enormous psychological pressure and loneliness. Although the project department regularly conducts health check ups, parent-child activities, and mental health lectures, it is still difficult to fundamentally meet their deep-seated psychological needs. Therefore, we also hope for policy support and professional occupational disease prevention and control experts to provide on-site guidance. ”Zhang Houhui said. With the development of the economy and society, new occupational hazards continue to emerge, and the Catalogue also needs to be further updated with the times and dynamically updated. ”Mo Yuanming suggests regularly evaluating the impact of new occupational hazards on workers' health and promptly including relevant diseases in the Catalogue.
