Entering the Zhongma Qinzhou Industrial Park located in Guangxi, China, large trucks carrying building materials shuttle back and forth, and cranes and bulldozers can be seen operating on both sides of the road. New project construction is in full swing. The investment attraction in the park maintains a good momentum, and more and more enterprises are settling in Zuo Kongtian, Deputy Director of the Qinzhou Industrial Park Management Committee in China and Malaysia, said that as of December 2024, the first phase of the industrial park has signed 345 settled projects, with a total industrial output value of 106 billion yuan, a total foreign trade import and export volume of 45.14 billion yuan, and actual use of foreign investment of about 822 million US dollars. Malaysia China Kuantan Industrial Park, which was opened 12 years ago, and China Malaysia Qinzhou Industrial Park jointly developed, creating an international industrial cooperation model of "two countries, two parks", and injecting surging momentum into the high-quality joint construction of the "the Belt and Road" between China and Malaysia. At the government service hall of the China Malaysia Qinzhou Industrial Park, many business leaders are consulting on relevant policies such as whether enterprises can enjoy the tax exemption policy of the Qinzhou Port area in the Guangxi Free Trade Zone and whether goods can be directly transferred to the station after arriving at Qinzhou Port to leverage the agglomeration effect of the park. The industrial park has transformed from a single 55 square kilometer park to a "one park, multiple zones", adding functional zones such as border and port industrial parks, China ASEAN Industrial Cooperation Zone, Qinzhou Port Area of Pilot Free Trade Zone, Qinzhou Comprehensive Bonded Zone, etc., integrating platform advantages and industrial synergy. The Malaysia China Kuantan Industrial Park, located in Pahang, the East Coast Economic Zone of Malaysia, has made Kuantan, a small coastal town, well-known far and wide. The park has developed about 10 square kilometers, accounting for 71.5% of the park area, with 15 signed projects covering industries such as steel, tires, papermaking, automotive parts manufacturing, and food processing. The cumulative industrial output value exceeds 100 billion yuan. Not far from the Ma Zhong Guan Dan Industrial Park, two engineering ships are operating near the berth of Guan Dan Port. Since Chinese enterprises invested in Kuantan Port, the cargo throughput of Kuantan Port New Port has increased from 10000 tons per day to 30000 tons. In the new deep-water port area, the two 150000 ton deep-water terminals jointly built by both parties contribute nearly 10 million tons of cargo throughput to Kuantan Port every year, becoming one of the largest public bulk cargo operation terminals in Malaysia. Wang Chao, the General Manager of Operations of Kuantan Port (Group) Co., Ltd., introduced that after the opening of the container shipping route from Qinzhou Port to Kuantan Port in 2017, the direct shipping time between the two places has been shortened to 3 to 4 days, greatly facilitating trade between the "two countries and two parks". It is reported that the number of direct container flights between Qinzhou Port and Kuantan Port has increased to three per week, making the transportation of specialty products and bulk commodities from China and Malaysia more convenient. In Plot 3 of the park, the Malaysia China Kuandan International Logistics Park is currently under construction. Relying on the two important infrastructure of Kuantan Port and East Coast Railway, the Malaysia China Kuantan International Logistics Park features international logistics and processing manufacturing as its core characteristics. In the future, it will gradually form a "port rail park" coordinated development model, and is expected to attract various enterprises to invest 5 billion US dollars, further promoting the economic development of Malaysia's East Coast region. Stimulating the vitality of industrial development, in the joint steel production workshop of the Ma Zhong Guan Dan Industrial Park, as the rollers rotate, a red "long dragon" rushes forward in the sparks splashing in all directions. After a series of processes, the red hot coarse steel billets will be processed into corresponding types of bars and wires. As the first project to settle in the Malaysia China Kuantan Industrial Park, the United Steel Project was fully put into operation in 2019 and now has an annual production capacity of over 3.5 million tons, becoming one of the largest and most advanced full process steel enterprises in Malaysia, with products sold worldwide. United Steel has driven a qualitative leap in Malaysia's steel industry, enabling Malaysia to transform from an 'importing country' to an 'exporting country' of steel, "said Hu Jiulin, Chief Engineer and Deputy General Manager of United Steel (Malaysia) Group. The carbon emission standards of United Steel are higher than local standards, and the concept of sustainable development runs through the construction and operation process Hu Jiulin introduced that the waste heat and exhaust gas generated during the production process are collected and used for power generation, achieving circular economy and energy conservation and emission reduction. The low-carbon metallurgical technology jointly developed by Malaysia and China has put traditional industries on a 'green new outfit' Luo Yiwei, chief editor of Malaysia's Nanyang Business Daily, said that Malaysia China Kuantan Industrial Park is a vivid practice of high-quality joint construction of the "the Belt and Road" between Malaysia and China. In the workshop of Guangxi Zhongma Jinguyan Biotechnology Co., Ltd. in Qinzhou Industrial Park, workers are carefully using tweezers to remove impurities from the hairy swallows from Malaysia one by one. The processed bird's nest undergoes processes such as shaping, sterilization, packaging, and testing before being labeled with traceability labels and distributed to various regions. At present, there are 22 bird's nest enterprises in the park, of which 14 have settled in the China Malaysia Bird's Nest Processing and Trading Base. In 2024, the annual output value of bird's nest in the park reached 142 million yuan, a year-on-year increase of 24.73%. In recent years, specialty products such as bird's nest, durian, and coffee from Malaysia have appeared at major exhibitions such as the CIIE and the East Expo, and have been widely welcomed by Chinese consumers. Many of these products are processed in the Qinzhou Industrial Park in China and Malaysia. Raghu, Chief Operating Officer of the East Coast Economic Zone Development Council of Malaysia, stated that an increasing number of high-quality products from Malaysia and China are entering each other's markets through industrial parks, providing more development opportunities for both companies. Providing a broad development platform, the Minhe Grain and Oil Industry Base project in Malaysia is currently under construction near Qinzhou Port. This project aims to create an important base for the import, trade, storage, transportation, and transit of palm oil and palm meal. The palm oil imported from Malaysia will be processed here and sold through the Western Land Sea New Channel, which can radiate to the southwestern Chinese market, "said Pan Nanda, the project leader. Pannanda has been associated with the Qinzhou Industrial Park in China and Malaysia for a long time. From 2018 to 2022, he served as the President of China Malaysia Qinzhou Industrial Park Development Co., Ltd. I participated in the construction of the first phase of the industrial park project and also designed and formulated preferential policies and standards for enterprises to enjoy when settling in the park, "said Pan Nanda. Later, he joined Minhe International Limited in Malaysia and was responsible for the export of palm oil and other grain and oil products. With his understanding of the policies of the Qinzhou Industrial Park in China and Malaysia, he pushed the company to build industrial bases within the park and expand its import and export business to the Chinese market. At the Malaysia China Kuantan Industrial Park, the reporter met Kelly, the head of the labor relations team at the United Steel Enterprise Management Department, who speaks fluent Chinese. Kelly, who joined in 2017, witnessed the entire process of the company from construction to production, and now leading the development of the local steel industry. My parents sent me to a Chinese language school when I was young, emphasizing that learning Chinese well would bring more opportunities for development. It has been proven that they were right, "Kelly said. Kelly is a local of Kuantan, and the Malaysia China Kuantan Industrial Park is only a ten minute drive from his home. Before graduating from university, I heard that a Malaysia China cooperation industrial park was being built here. Watching high-rise buildings and factories rise from the ground, many local young people hoped to come to the industrial park to find jobs. Kelly said that the Malaysia China Kuantan Industrial Park has increased Kuantan's visibility and created a large number of job opportunities for the local area. Currently, United Steel alone has hired over 4000 local employees with salaries higher than the local average. Working in industrial parks has become a priority choice for young people in the local area. Recently, the first flight of the Guandan Port Beibu Gulf Port cold chain boutique route has taken a new step in the cooperation between China and Malaysia's "dual parks". Malaysia's Minister of Transport, Lu Zhaofu, stated that the new route is not only a logistics channel, but also a manifestation of the long-term cooperation between Malaysia and China. "Under the framework of high-quality joint construction of the 'the Belt and Road', Malaysia and China 'two countries and two parks' have laid a solid foundation for the two sides to strengthen cooperation in the fields of industry, trade and infrastructure."
