Building a strong rural logistics system is necessary to implement national strategic deployment, better promote urban-rural economic circulation, and serve rural revitalization. Compared with urban logistics, rural logistics has the characteristics of dispersed demand, small quantity, multiple varieties, two-way, strong cost sensitivity, and strong substitutability. This determines that rural logistics cannot simply copy urban logistics models and must innovate and explore development connotations that are suitable for the characteristics of rural logistics. Specifically, rural logistics connects the "first mile" and "last mile" of urban-rural material circulation, playing a "micro circulation" role in the entire modern logistics operation system, and forming a coordinated and integrated relationship with the domestic and international logistics "arteries". The effectiveness of the construction of the rural logistics "micro circulation" system is directly related to whether it can effectively reduce the loss of agricultural product circulation and the cost of industrial products going to the countryside. According to relevant data, the circulation loss rate of agricultural products in China has been consistently above 20%. A smooth logistics network can integrate dispersed agricultural production into the socialized market, promote the organic connection between small farmers and modern agriculture, and effectively stimulate the endogenous driving force and vitality of rural prosperity; At the same time, the improvement of industrial product sinking efficiency is conducive to directly driving the transition of rural consumption structure from survival oriented to development oriented. The two-way interaction between the upward trend of agricultural products and the downward trend of industrial products is becoming an important engine for cultivating endogenous development momentum in rural areas. In recent years, China has accelerated the upgrading of the rural logistics system, with the total length of the "Four Good Rural Roads" exceeding 4.6 million kilometers, achieving hardened roads connecting every village. The integration of passenger, freight, and postal services innovates the "bus carrying goods" model, connects the "last mile" of "express delivery into villages", and supports the development of e-commerce through cold chain logistics, driving farmers' employment and income growth, significantly improving the efficiency of urban-rural factor flow. However, it should also be noted that the current rural logistics system still faces problems such as "spatial imbalance" in infrastructure, "fragmented" transportation resources, "broken chain and missing links" in cold chain facilities, and "insufficient capacity" in factor guarantee. Improving the rural logistics system is not only a livelihood project, but also a development issue for comprehensively promoting rural revitalization. To overcome the above bottlenecks, it is necessary to effectively implement the "Four Combination Fists" of rural logistics and make the logistics micro circulation truly an accelerator for rural revitalization. Weave a dense infrastructure network and build a solid logistics foundation. Accelerate the implementation of the three-level logistics node attack action in accordance with the requirements of "county has hubs, township has nodes, and village has stations". Strengthen the construction of county-level comprehensive logistics hubs, integrate warehousing, distribution, and information service functions; Layout and enhance multifunctional distribution centers in townships, promote the co construction and sharing of postal, supply and marketing, e-commerce and other facilities; Improve the "1+N" service model at the village level, using village convenience stores and party mass service centers as carriers to load logistics functions. We will focus on strengthening the shortcomings of the cold chain, and concentrate on building pre cold storage and mobile cold storage in characteristic agricultural product production areas to achieve full coverage of cold chain facilities in fruit and vegetable producing counties and districts. Integrate transportation resources and activate multiplier effects. Accelerate and deepen the reform of "unified warehouse and shared distribution", and guide postal, express, and commercial enterprises to form county-level logistics alliances. Promote the "timed, fixed-point, and fixed route" freight shuttle bus model, and reduce rural logistics costs by optimizing routes. Explore the construction of a shared logistics platform, guide farmers to register as "shared drivers" through training subsidies, and enable idle transport vehicles such as agricultural tricycles and small trucks to "pick up orders online", achieving efficient matching of "vehicles searching for goods, goods waiting for vehicles". Strengthen technological innovation and drive intelligent transformation. With the guidance of policies such as "Two New", actively introduce intelligent sorting equipment, intelligent express cabinets and other intelligent devices to rural areas, and improve the automation level and operational efficiency of rural logistics. Encourage innovation to establish information sharing platforms that integrate information on vehicles, goods, demand, logistics, and more. Pilot new technologies such as unmanned logistics and low altitude logistics in special remote areas such as hills, mountains, and islands, promote the improvement of infrastructure such as unmanned aerial vehicle take-off and landing sites, low altitude communication networks, and unmanned logistics distribution stations, and solve the "last mile" problem according to local conditions. Strengthen the guarantee of essential factors and inject lasting momentum. Promote the establishment of rural logistics special bonds and guide social capital to establish county-level logistics industry funds. Include county-level and rural logistics facilities (stations) in the list of land security for rural revitalization, and allow the use of idle factories, school buildings, and grain stations to transform into logistics facilities.
