The 2025 China Industrial Transfer and Development Matchmaking Event was held on March 29th in Changsha, Hunan. At the meeting, the Electronic Intellectual Property Center of the Ministry of Industry and Information Technology released the 2024 Analysis Report on All Stack Technology Patents of Generative Artificial Intelligence, which is the seventh consecutive year that the Center released research results on the development of China's artificial intelligence patents. The report points out that from 2017 to 2024, China has published a total of 167634 full stack patents for generative artificial intelligence, with an average annual compound growth rate of 31.6% in patent applications. The number of patent applicants has expanded from 2257 to 13075, with an average annual growth rate of 24.6%, demonstrating a transformative and innovative development trend of artificial intelligence technology under the comprehensive support of national strategic guidance, local policy promotion, and technological innovation. The innovative breakthroughs in the basic layer and model layer technologies of generative artificial intelligence provide a foundation support and new solutions for the expansion of application scenarios. On the other hand, the complex requirements in the application field force and incentivize the upgrading of computing power and algorithm optimization in the basic layer and model layer, driving the innovative development of the full stack technology of generative artificial intelligence in China. The report points out that in order to analyze the development pattern of generative artificial intelligence technology innovation, industrial application, and ecological support, which are interdependent, the report explores the construction of an "AI patent high-quality development capability measurement index system" based on more than 20 patent indicators, in order to judge the hierarchical development strategy of representative innovation entities promoting core technology research and development, creating application scenarios, and cultivating sustainable independent ecology. The report points out that in January 2025, Chinese AI startup DeepSeek released DeepSeek R1, which provides a new paradigm for AI research and development through comprehensive innovation in technology path, cost control, and open source strategy. In March, Baidu released the Wenxin Big Model X1, which further reduced the API call price to half of R1 while aligning performance. The 'Age of Discovery' of inclusive application of artificial intelligence is approaching. The report believes that the deepening of the "Artificial Intelligence+" special action will further accelerate the empowering role of generative artificial intelligence as a universal technology. We should continue to innovate and develop the application of generative artificial intelligence, and leverage the advantages of the new national system to make breakthroughs in scientific and technological innovation. We should strive to catch up with the innovation path of basic computing power, basic algorithms, and structured basic data, and accelerate the formation of new quality productivity. The report suggests establishing a long-term and diversified strategic plan, strengthening national level basic computing power and high-quality data supply, enhancing the cultivation of industrial innovation clusters, creating a "industry university research integration" and "leading goose enterprise+specialized, refined, unique and new" geese formation pattern, and forming a benchmark vertical innovation industry cluster.
