Luo Shupei: New regulations from the General Administration of Sport of China will help Hong Kong athletes develop in mainland China

On the 2nd, the Director of the Hong Kong Special Administrative Region Government's Bureau of Culture, Sports and Tourism, Rosamund Law, stated that the newly implemented national "Management Measures for Athlete Technical Grades" will further facilitate Hong Kong athletes to obtain grading titles, promote their development in mainland China, and help promote Hong Kong's integration into the overall national development. Luo Shupei made the above statement in response to a question from a member of the Legislative Council regarding the latest implementation of the "Athlete Technical Grade Management Measures" (referred to as the "Management Measures") by the General Administration of Sport of China. She said that in order to promote Hong Kong's integration into the overall development of the country, the General Administration of Sport of China announced the "Notice of the General Office of the General Administration of Sport on Granting Technical Level Titles to Athletes from Hong Kong, Macao, Special Administrative Regions and Taiwan" in 2021, which clearly accepts Hong Kong athletes to apply for higher-level titles. Later, the General Administration of Sport of China revised and issued the "Management Measures" after communicating and understanding the situation with the Special Administrative Region Government's Bureau of Culture, Sports and Tourism and the sports industry, in order to simplify the application procedures. The newly revised "Management Measures" will be implemented from January 1st this year. She said that Article 15 of the revised Management Measures specifies that Hong Kong athletes can be directly awarded grade titles based on their results in national and provincial competitions, without the need for written applications. The awarding unit (such as the relevant project center or project association) can directly announce the level titles to be awarded to athletes based on the competition results. The public announcement period is five working days. If there are no objections, athletes can be awarded the relevant level titles. She also said that the revised "Management Measures" also stipulate that athletes registered in various sports associations in Hong Kong must obtain the consent of the relevant associations before participating in the competition, in order to be awarded relevant level titles based on their results after the public announcement period. As for Hong Kong athletes who are not registered with the Hong Kong Sports Association, they do not need to obtain the consent of the relevant association before being awarded a level title. Luo Shupei said that the SAR government encourages and supports Hong Kong athletes and sports associations to enhance exchanges and cooperation with athletes and organizations from different provinces (regions, municipalities) and sports events in mainland China. The Bureau of Culture, Sports and Tourism will continue to communicate with the General Administration of Sport of China on relevant arrangements. (New Society)
