Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Further Strengthening the Supervision of the Whole Chain of Food Safety (March 13, 2025) In order to further clarify the responsibilities of food safety supervision, establish a sound collaborative supervision mechanism, strengthen the joint force of the whole chain supervision, firmly adhere to the bottom line of food safety, and effectively safeguard the health and life safety of the people, with the consent of the Party Central Committee and the State Council, the following opinions are proposed. 1、 Improve collaborative supervision of edible agricultural products (1) Strictly implement the responsibilities of quality and safety supervision of edible agricultural products. The ecological environment department is responsible for promoting the traceability and remediation of heavy metal pollution in agricultural land soil. The agricultural and rural departments are responsible for fulfilling the quality and safety supervision responsibilities of edible agricultural products from planting and breeding to entering wholesale, retail markets or production and processing enterprises; The market supervision department is responsible for fulfilling the quality and safety supervision responsibilities of edible agricultural products entering wholesale, retail markets or production and processing enterprises. Local governments at or above the county level should conscientiously implement their local management responsibilities for the quality and safety of edible agricultural products, strengthen regulatory capacity building, study and solve the problems of functional overlap and regulatory gaps in the supervision of edible agricultural product quality and safety at the same level, and avoid regulatory loopholes and blind spots. Township governments should implement the responsibility of supervising the quality and safety of edible agricultural products. (2) Strengthen the connection between the origin approval and market access of edible agricultural products. The agricultural and rural departments, as well as the market supervision departments, should strengthen coordination and cooperation, and effectively play the role of the commitment to meet the standards certificate in the linkage between the production and market access of edible agricultural products. The agricultural and rural departments should provide guidance, supervision, and inspection on the issuance and use of commitment compliance certificates. Those who fail to issue commitment compliance certificates according to regulations should be investigated and dealt with in accordance with the law, and the rapid testing of banned and restricted drugs and conventional drugs that are prone to exceeding standards before the marketing of edible agricultural products should be strengthened. Market supervision departments should urge food producers and operators to strengthen incoming inspection, guide wholesale markets for edible agricultural products to carry out entry inspection and sampling inspection in accordance with the law, and increase the rapid testing of banned and restricted drugs and conventional drug residues that are prone to exceeding standards. Encourage food producers and operators to prioritize the purchase of edible agricultural products with commitment to compliance certificates. Establish a collaborative mechanism for reporting and investigating issues related to compliance certificates, and improve the closed-loop disposal process for non-conforming products. (3) Strengthen the inspection, quarantine, and certification of meat products. The agricultural and rural departments should strengthen the management of meat product inspection, quarantine and certification, establish and improve the information system for slaughter quarantine and certification, promote paperless certification of meat product quality inspection, and clarify the public inspection channels for inspection and quarantine certificates. Improve the relevant regulations prohibiting the injection of water or other substances into livestock and poultry. The market supervision department should urge food producers and operators to use the meat product inspection and quarantine certificate as the basic voucher for meat product procurement inspection; Actively explore the application of information technology and strengthen information sharing and interconnection with agricultural and rural departments. (4) Accelerate the establishment of a collaborative mechanism for quality and safety traceability and law enforcement of edible agricultural products. The Ministry of Agriculture and Rural Affairs, in conjunction with the State Administration for Market Regulation and other departments, shall formulate management measures for the quality and safety traceability of edible agricultural products, and establish a sound catalog for the quality and safety traceability of edible agricultural products. Agriculture, rural areas, and market supervision departments should establish an information sharing and feedback mechanism for the quality and safety supervision of edible agricultural products, strengthen the prevention of quality and safety risks in edible agricultural products, and enhance the coordination and linkage of public opinion monitoring and emergency response; Closely coordinate and cooperate with administrative law enforcement on the quality and safety of edible agricultural products, and carry out special rectification and rectification of prominent issues. 2、 Strengthen the review of food production and operation licenses (V) and standardize market access for food production and operation. The food production and operation license department should strictly implement the requirements of license review, and strictly prohibit unauthorized changes to license conditions or granting licenses without review. Market supervision departments at or above the provincial level should supervise and inspect the implementation of food production and operation licenses. If the local government designates a department other than the market supervision department to implement licensing, it should comply with legal authorization regulations, clarify the division of responsibilities for application acceptance, material review, on-site verification, and licensing decisions, and improve the linkage mechanism between licensing and regulatory work. Strengthen the protection of traditional specialty food processing and production techniques, organically integrate with modern testing technologies, and ensure the uniqueness and quality safety of food. (6) Improve the registration and licensing system for special foods. Market supervision departments at or above the provincial level shall strictly carry out special food registration, filing, and production license review in accordance with their responsibilities, and prioritize the review and approval of key varieties that meet the conditions. The State Administration for Market Regulation and the National Health Commission should strengthen cooperation and carry out special food technology linkage and expert joint review; Coordinate and improve the work related to food health claims and health food function claims. (7) Improve the system of food safety inspectors. Market regulatory authorities should strengthen the construction of their ability to perform food safety inspections, further improve the system of food safety inspectors, and carry out professional inspections such as license review, supervision and inspection, and registration verification. Strengthen training and assessment, unify deployment and use, and enhance professional inspection capabilities and levels. 3、 Accelerate the establishment of a food storage supervision mechanism (8) and strengthen the supervision of food storage safety. Agriculture and rural areas, customs, market supervision, grain and reserve departments shall establish and improve the food storage supervision system in accordance with their responsibilities, and clarify regulatory requirements. Strengthen supervision and inspection of storage entities engaged in edible agricultural products, food, food additives, and food raw materials, and standardize storage and operation behavior. (9) Implement the main responsibility for food storage. Food storage entities should establish and improve food safety management systems, ensure necessary food storage conditions, implement records of the entire food storage process, and strictly control risks. The food storage commissioning party shall review the food safety assurance capability of the entrusted party and supervise the entrusted party to store according to the requirements of ensuring food safety. The food storage entrusting party and the entrusted party shall clarify the requirements for inspection of inbound and outbound delivery, strictly connect delivery and manage inbound and outbound. (10) Strengthen the responsibility for local management of food storage. Local governments at or above the county level should clarify the departmental supervision and industry management responsibilities for food storage, and urge local food storage entities to implement their food safety responsibilities. Non food producers and operators engaged in food storage business with special requirements for temperature, humidity, etc. should be included in the scope of food safety supervision. 4、 Accelerate the establishment of a collaborative supervision mechanism for food transportation (11) and establish and implement a transportation permit system for bulk liquid food. Establish a transportation permit system for bulk liquid food in accordance with the law, clarify the food safety access conditions and technical standards for vehicles transporting bulk liquid food, issue food transportation permits, and ensure dedicated vehicles. Develop a list of key varieties of bulk liquid food that implement a transportation permit system. (12) Strengthen the supervision of the entire process of food transportation. Market supervision departments should work together with transportation, agriculture and rural areas, grain and reserve departments to establish and improve a collaborative supervision mechanism for the transportation and delivery of food and edible agricultural products, carriers, and receivers. They should study and formulate requirements for the management of transportation electronic waybills, strengthen delivery, loading and unloading, transportation management, and daily management of transportation vehicles, enhance education and training for practitioners, strengthen the main responsibility of all parties for food safety, and prevent pollution and deterioration risks. 5、 Improve food delivery safety and distribution safety management (13) Strengthen food delivery safety management. The postal management department should supervise postal and express delivery enterprises to implement the real name receiving and sending, receiving and sending inspection, and machine security inspection system, and prevent the use of delivery channels to deliver counterfeit and inferior food. The postal management department should strengthen cooperation with market supervision and other departments, increase the investigation and disposal of clues related to food safety violations in the delivery process, and crack down on illegal activities of using delivery channels to sell counterfeit and inferior food in accordance with the law. (14) Strengthen the security management of online ordering and delivery. Market supervision departments should urge online ordering platforms and catering operators to fulfill their obligations under food safety laws and regulations, and implement food safety responsibilities in the online ordering and delivery process. The human resources and social security department should incorporate knowledge of food safety laws into the national vocational skills standards for online delivery personnel. Online ordering platforms and catering operators should establish training models suitable for workers in the online ordering and delivery industry based on national vocational skills standards and practical considerations, and strengthen legal knowledge training on food safety. 6、 Strengthening the supervision of new forms of online food sales (15) and consolidating the responsibilities of online food sales practitioners. Online trading platform enterprises shall establish specialized food safety management agencies or designate dedicated food safety management personnel in accordance with regulations; Strictly review the qualifications of food producers and operators for online sales, standardize the publication and publicity of subject information and food information, and conduct inspections and checks on the display of compliance certificates for edible agricultural products and drug residue testing in accordance with the law; Strengthen the process control of online sales behavior, promptly detect violations and take corresponding measures. Anchors and their service organizations should carry out marketing activities in a standardized manner and inspect the food recommended by them in accordance with the law. The participants of advertising activities shall carry out the design, production, agency and release of food Internet advertising according to law. Food producers and operators must strictly control quality and safety, and maintain the same quality of products online and offline. If the practitioner knows or should know that the product is illegal but fails to take relevant measures, they shall bear corresponding responsibilities in accordance with the law. (16) Strengthen the collaborative governance of food safety issues in online sales. Market supervision departments should work together with agriculture and rural areas, industry and information technology, cyberspace, radio and television, and other departments to clarify the governance requirements for new forms of online food sales such as live streaming sales, private domain e-commerce, and community group buying. They should strengthen the monitoring, reporting, and collaborative investigation of information on food safety issues in online sales according to their responsibilities. The cyberspace administration department shall cooperate with various departments to handle the false and untrue information regarding food safety in online sales. Strengthen the two-way connection between administrative and criminal penalties, and crack down on illegal and criminal activities in accordance with the law. 7、 Establish a comprehensive supervision mechanism for catering services (17) and strengthen the integration of online and offline supervision of online ordering. The market supervision department shall, in conjunction with the industrial and information technology, cyberspace and other departments, lawfully dispose of platforms that have serious violations of food safety laws. Promote the platform and merchants to implement the "Internet plus+Bright Kitchen", and strengthen the supervision and social supervision of takeout without meals. (18) Strengthen the collaborative management of food safety in centralized dining units. Education, civil affairs, health and other departments should strengthen food safety education and daily management of centralized dining units in their respective industries. Market regulatory authorities should strengthen the supervision, inspection, and sampling monitoring of food safety in centralized dining units, investigate and punish illegal activities in accordance with the law, and report to the industry regulatory authorities at the same level. (19) Improve the collaborative management mechanism for campus food safety. The education department should work together with the agriculture and rural areas and market supervision departments to establish and improve the management system for the entire process of food safety in school canteens. The education department should strengthen the overall management and guidance of school food safety related work, improve the qualification evaluation system for bulk food suppliers in school canteens, establish a list of supplier bad records, and promote the entry of high-quality and safe food into school canteens. Promote centralized bidding and procurement of bulk ingredients for school canteens, establish a digital procurement platform, and standardize the processes of ingredient procurement, supply, acceptance, and settlement. The education department should guide the efficient and standardized operation of parent committees for supervising school meals in primary and secondary schools, and work with market supervision departments to promptly handle feedback or direct delivery issues. The market supervision department should strictly enforce the entry permits for contracting operations, food supply, catering and other business entities, and investigate and punish illegal activities related to school food safety in accordance with the law. 8、 Improve the joint prevention and control mechanism for imported food risks (20) and strengthen the regulatory linkage of imported food departments. Food safety incidents occurring overseas may have an impact on China's domestic market, or on imported food
