Empowering grassroots governance with traditional culture

The letter from Zhang Ying, the Grand Secretary of the Wenhua Hall and Minister of Rites in the Qing Dynasty, who wrote, "A piece of paper is only for the wall. It doesn't hurt to make him three feet long. Although the Six Foot Lane is narrow, its concept of "prioritizing etiquette, making concessions wise, and valuing harmony" shines with timeless wisdom, possessing a timeless charm that transcends time and space. On October 17, 2024, General Secretary Xi Jinping walked into Liuchi Lane in the ancient city of Tongcheng, Anhui Province. After understanding the history and inheritance of Liuchi Lane, he pointed out: "Liuchi Lane embodies the historical wisdom of our ancestors in resolving conflicts. It should be used as an educational venue to promote excellent traditional Chinese culture, give full play to the traditional virtues of the Chinese nation's emphasis on courtesy and harmony, and create a harmonious social environment for living and working in peace and contentment." This provides an important guideline for us to strengthen the infiltration and nourishment of excellent traditional Chinese culture and improve the level of social governance in the new era on this basis. Today, the experience of Liuchi Lane has been applied to judicial mediation. The six step mediation method of "listening, distinguishing, persuading, borrowing, yielding, and reconciling" effectively guides the conflicting parties to yield to each other, and has been tested in practice in resolving conflicts and building consensus, and has been recognized by the masses. In November 2023, the "New Era Six Foot Lane Work Method" was awarded as an advanced model of the "Fengqiao Experience" in the national new era, which vividly marked the innovation of grassroots governance. The "New Era Six Foot Lane Work Method" takes the traditional story of courtesy as the starting point. In grassroots governance work, it not only promotes the traditional virtues of "humility and courtesy, valuing harmony", but also combines this spirit with modern legal concepts to solidify the cultural foundation of social governance. Moreover, this working method strives to resolve conflicts in a flexible manner, emphasizing the combination of emotions, reason, and law, and using mediation methods in all aspects, fields, and processes. For example, advocating the principle of "giving way to those who are reasonable" in community mediation and following the principle of "giving way to the strong" in litigation mediation have significantly improved the success rate of resolving conflicts and disputes through diverse linkage and joint efforts. In addition, the "New Era Six Foot Lane Work Method" emphasizes the "six front" governance such as front-end prevention, front-end service, and front-line warning, expanding the traditional work mode and fully leveraging the role of party building guidance, grid service, full participation of all staff, and collective prevention. It is a successful exploration of innovative grassroots governance models. The "New Era Six Foot Lane Work Method" promotes reconciliation through mediation, which not only promotes excellent traditional Chinese culture, but also brings closer the relationship between the Party and the masses, cadres and the masses. It also resolves conflicts and disputes from the source, truly achieving the goal of "small matters do not leave the village, big matters do not leave the town, and conflicts do not escalate". In this way, not only does it enhance the efficiency of grassroots governance and maintain social stability, but it also achieves the effective inheritance of Chinese "harmony culture", making social governance more culturally rich and humane, polishing the brand of good governance at the grassroots level, and opening up an effective path for grassroots governance. As the wisdom crystallization and essence of Chinese civilization, Chinese excellent traditional culture is the root and soul of the Chinese nation. Its spiritual core and governance wisdom provide profound cultural nourishment for modern social governance, and it is an inexhaustible treasure house of ideas. Integrating the spirit of "Six Foot Lane" into social governance is a vivid example of promoting the creative transformation and innovative development of excellent traditional Chinese culture. It provides us with many inspirations to draw nutrients from excellent traditional Chinese culture and actively promote the modernization of grassroots governance systems and governance capabilities. Our country's agricultural civilization has a long and profound history. As a concrete manifestation of China's excellent traditional culture in rural society, local culture is manifested through various material and non-material cultural carriers, such as family customs and traditions, ancestral temples and shrines, village rules and customs, genealogies and village chronicles, etc. It can play a role in consolidating consensus, enhancing belonging and identity, maintaining basic order and moral norms in rural areas, and other aspects. Fully tap into excellent local culture, organically combine protection, inheritance, development, and utilization, promote the creative transformation and innovative development of excellent traditional Chinese culture, better play the excellent cultural factors of promoting virtue and goodness, learning from the wise, honesty and friendliness in local culture, and organically integrate the wisdom of ancient people into rural autonomy, rule of law, and rule of virtue, injecting more momentum into rural governance. In recent years, innovative explorations to promote excellent cultural and traditional factors have been seen in rural governance practices in various regions. For example, in Anhui, there are not only the "New Era Six Foot Lane Work Method" in the central Anhui region, but also rural governance brands such as "One Cup of Tea" in the northern Anhui region and "Taking a Step Back" in the southern Anhui region. Take the mediation work method of "taking a step back and thinking" as an example. The local government has integrated the concept of "taking a step back" into moral education, and incorporated it into family rules, regulations, and village agreements. They have organized "neighborhood watch" heartwarming assistance activities, advocated the way of humility, courtesy, mutual respect, and mutual assistance among neighbors, achieved mutual help and solidarity among neighbors, and effectively enhanced the happiness and security of the masses. Chinese excellent traditional culture is an important resource in grassroots social governance in the new era. We need to better explore and refine it, and build a solid cultural foundation for rural governance. For example, various regions should identify and extract the cultural connotations and characteristics of their local areas, and promote the effective integration of beneficial elements with modern civilization requirements and governance rules; Carry out the inheritance and protective development of excellent traditional Chinese culture from the perspective of system and mechanism, build platforms, open up channels, and broaden the diversified dissemination paths of local cultural resources. In addition, it is necessary to actively attract various talents such as inheritors of local cultural resources, leaders of rural prosperity, and legal experts to participate in rural governance, and play their due roles in dispute resolution, poverty alleviation, and providing suggestions in village affairs, in order to better promote rural civilization and effective governance.
