Representatives of "able to consume", "daring to consume", and "willing to consume" discuss measures to promote consumption

2025-03-12

Consumption is one of the three driving forces behind economic growth. 'Vigorously boosting consumption, improving investment efficiency, and comprehensively expanding domestic demand' has been included in this year's government work report, ranking first among the top ten tasks of government work in 2025. At the economic theme press conference held at the third session of the 14th National People's Congress, Wang Wentao, Minister of Commerce, said that the Ministry of Commerce would work with relevant departments to conscientiously implement it, combine promoting consumption and benefiting people's livelihood, coordinate commodity consumption and service consumption, introduce more practical and effective measures, and release consumption growth potential. In this regard, he emphasized two tasks, one is to trade in old for new, highlighting the "strengthening efforts to expand the encirclement and upgrading for the benefit of the people"; The other is service consumption, with a focus on "opening up to the outside world and opening up to the inside world". During this year's National People's Congress and Chinese People's Political Consultative Conference, several representatives and members put forward insightful opinions on how to further expand consumption and promote the overall improvement of residents' consumption. Ma Jiantang, a member of the National Committee of the Chinese People's Political Consultative Conference and former Secretary of the Party Group of the Development Research Center of the State Council, told reporters that China is a major country with domestic demand as the main driving force, and consumer demand and investment demand are the main driving forces for economic growth. In recent years, while China's economy has been developing and progressing, it should also be noted that insufficient domestic demand remains a prominent problem restricting the operation of the national economy. Therefore, expanding consumer demand will become an important aspect of stabilizing the economy and maintaining growth this year and beyond. Several representatives and members have mentioned that boosting consumption is a systematic project that requires comprehensive measures. Wang Junshou, a member of the National Committee of the Chinese People's Political Consultative Conference and Vice Governor of Hunan Province, stated in an interview with reporters that boosting consumption should promote the overall improvement of residents' consumption from three dimensions: being able to consume, daring to consume, and willing to consume. In terms of 'being able to consume', Wang Junshou mentioned that it is necessary to improve the level of residents' wage income and property income, ensuring that they have a stable source of income and stable expectations for the future. Specifically, to increase wage income, it is necessary to highlight the issue of full employment, and to solve the problem of property income is to "stabilize the real estate and stock markets" as mentioned in the government work report, so that both markets can generate wealth effects. In terms of 'daring to consume', we should ensure that residents have no worries about their consumption. Wang Junshou stated that based on the current situation, the obstacles affecting residents' consumption mainly lie in education, healthcare, and elderly care. Therefore, it is necessary to address these three major issues in order to unleash residents' consumption potential and willingness. In terms of "willingness to consume", Wang Junshou mentioned that efforts should be made in the supply side reform, including providing new consumption scenarios, creating new consumption demands, etc. For example, the recent box office success of the movie "Ne Zha: The Demons Roar in the Sea" is a good example of the combination of new consumption, cultural and tourism consumption, and the animation industry. In the future, consumption can be better integrated with other industries, creating more application scenarios and further stimulating new driving forces for residents' consumption. Improving the quality of consumption can create new consumer demands Zhang Xuewu, deputy to the National People's Congress and chairman of Yanjin Shop Food Co., Ltd., told reporters that in order to make domestic demand "live", relevant departments should regulate market order, encourage enterprise innovation, rectify "internal" competition, increase residents' income, and strengthen industry self-discipline. Yan Jianwen, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of Hefei Heduan Intelligent Manufacturing Co., Ltd., told reporters that the multi-party promotion of policy guidance and market-oriented stimulation is necessary to boost the market's consumption capacity. For example, technological innovation and ultra long term treasury bond have played a very good role in promoting the market. In Ma Jiantang's view, employment is a prerequisite for consumption, and small and medium-sized enterprises with a large number of employees are encouraged to stabilize their income and expand consumption by stabilizing employment. At the same time, to boost consumption, it is necessary to further strengthen the development of the elderly care industry, further improve the pension level of urban and rural residents, increase the care for disabled and semi disabled elderly, expand the coverage of long-term care insurance, and promote pilot projects nationwide to solve consumers' worries. In addition, cultivating new housing consumption, promoting the construction of new models for real estate development, and accelerating the construction of a model that combines renting and selling can better meet the demand for rigid and improved housing.
