On March 5th, the overall planning of various districts and airport economic zones in Guangzhou was officially approved and posted online. Among them, the functional positioning of Guangzhou's 11 districts and airport economic zone has been clarified, the bottom line of national spatial security has been delineated, and the national spatial pattern that supports the high-quality development and characteristic style shaping of each district has been established. The overall planning of territorial space at the district level (referred to as "district level overall planning") is the overall arrangement and comprehensive deployment for the protection, development, utilization, and restoration of territorial space in each district. It is the detailed implementation of the overall planning of territorial space at the city level, and the planning basis for the preparation of detailed plans and the approval of land use posters for various construction projects. After the approval of the district level general plan, the differentiated strategic layout of 11 districts and the airport economic zone in Guangzhou has been fully implemented. For example, the district level master plan clearly states that Yuexiu District is the core area of an international metropolis, an important carrier area of a national historical and cultural city, and a leading area for new vitality in the old city; Haizhu District is a pioneering area for new quality productivity, a world-class city living room, and a leading area for new vitality in the old city; Liwan District is an important carrier area of national historical and cultural cities, the core area of Guangfo Pole in the Guangdong Hong Kong Macao Greater Bay Area, and the leading area of new vitality in the old city; Tianhe District is a world-class urban living room, a gathering area for digital economy and headquarters economy, a leading area for new vitality in the old city, and an important carrier area for education, culture, and technological innovation. According to the district level overall plan, Guangzhou will prioritize ensuring the spatial demand for industrial development, implement the "12218" modern industrial system, propose more precise industrial layout optimization strategies based on the resource endowment and industrial driving ability of each district, and form a characteristic industrial system with differentiated development. For example, Tianhe District should give full play to its functions as an international consumption center city core area, a modern service industry innovation and development leading area, a modern urban industrial agglomeration area, and a national botanical garden city garden integration demonstration area; Huangpu District should give full play to its functions as an important carrier area of the national advanced manufacturing base, an important carrier area of the international exchange center city, and a new international trade hub; Nansha District should give full play to its important functions as an international science and technology innovation center, a modern international comprehensive service hub, a national advanced manufacturing base, and a national southern ocean science and technology innovation center. In the process of industrial development and urban construction, the district level general planning combines the strategic layout of each district to clarify the bottom line of national spatial security, including the amount of arable land, the area of ecological protection red line, the boundary area of urban development, and the total water consumption index. Based on the content approved at the previous executive meeting of the municipal government, in order to accelerate urban renewal, the district level master plan will decompose the task of urban renewal of 300 square kilometers to each district.
