The General Administration of Customs, the National Immigration Administration, and the Civil Aviation Administration of China recently issued a notice on "Several Measures to Further Promote the Facilitation of Customs Clearance at Air Ports", which proposes to accelerate the clearance speed of special goods such as high-tech equipment and raw materials, specific drugs, medical devices, biological products, emergency aviation materials, and temporary imported goods for major international events and exhibitions, and encourage eligible air ports to establish "green channels" for rapid release. The notice proposes 16 measures focusing on five aspects: further improving the efficiency of customs clearance for import and export goods at air ports, further enhancing the efficiency of personnel entry and exit at air ports, further strengthening the capacity building of key air port hubs, further improving the level of public services at air ports, and further standardizing and reducing the comprehensive logistics costs at air ports. The measures mainly include optimizing and improving the 7 × 24 customs clearance guarantee system at major air ports with conditions such as Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Greater Bay Area, and Chengdu Chongqing region; Explore targeted pilot programs for "direct loading" of export cargo aprons and "direct pickup" of import cargo aprons at eligible air ports; Support cross-border e-commerce enterprises to sort and consolidate various sources of goods, such as overseas returns, domestic goods entering the zone, and overseas imports, through air freight channels in the comprehensive bonded zone for export; Encourage airlines to increase their investment in all cargo aircraft capacity, strengthen regular international all cargo routes, and expand international air cargo capacity.
