Three year action plan for optimizing consumption environment issued

Approved by the State Council, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the Ministry of Culture and Tourism recently jointly issued the "Three Year Action Plan for Optimizing the Consumer Environment (2025-2027)" (hereinafter referred to as the "Action Plan"). The Action Plan comprehensively coordinates the expansion of domestic demand and the improvement of people's livelihoods, implementing five major actions: improving the quality of consumption supply, optimizing consumption order, safeguarding consumer rights and improving efficiency, jointly governing the consumption environment, and leading the consumption environment. Efforts are made to eliminate prominent pain points and difficulties reflected by consumers, boost consumer confidence, stimulate market vitality, safeguard public interests, and comprehensively build a trustworthy, fair, convenient, and safe consumption environment. The Action Plan proposes that by 2027, five major actions will be carried out in depth, vigorously developing a large number of basic units such as trustworthy consumer stores, online stores, live streaming rooms, restaurants, factories, as well as clusters of trustworthy consumer markets, commercial districts, scenic spots, etc., and dynamically developing more than 1.5 million offline units that promise no reason returns and exchanges. The problems of low quality of consumer supply, disorderly market order, and insufficient effectiveness in safeguarding rights have been systematically addressed. The quality of goods and services has significantly improved, consumer risks have been significantly reduced, the source of consumer disputes has been effectively addressed, the integrity awareness of operators has been generally enhanced, and consumer convenience, comfort, and satisfaction have been greatly improved. The national consumption environment has been significantly optimized. The Action Plan specifies 19 key tasks in 5 aspects: implementing actions to improve consumer supply quality. Improve the quality of physical consumption, strengthen quality management and brand building; Improve the quality of service consumption, improve standards and credit systems, promote service certification and consumer evaluation; Create more consumption scenarios and support consumption upgrading and revitalization. Implement actions to optimize consumer order. Strictly adhere to the bottom line of consumer safety, focus on food and drugs, defective products, personal information, etc., and strengthen supervision and law enforcement to ensure the personal and property safety of the masses; Rectify the market trading environment, with a focus on investigating and punishing issues such as infringement, counterfeiting, fake orders, and cheating in measurement; Standardize market competition order, strengthen anti-monopoly, anti unfair competition, and price enforcement in the field of people's livelihood; Improve the comprehensive governance mechanism, clarify regulatory responsibilities, strengthen departmental collaboration, and improve the credit system in the consumer sector. Implement consumer rights protection and efficiency improvement actions. Strengthen the resolution of consumer disputes at the source, promote online consumer dispute resolution, and offline no reason returns; Strengthen administrative mediation, enhance the ability of various departments to protect consumer rights, and efficiently handle complaints and reports; Strengthen judicial protection and promote the improvement of the judicial relief system for consumer rights and interests; Innovate diversified solutions for consumer disputes, support the introduction of third-party mediation, and strengthen the construction of consumer rights protection service stations. Implement the action of co governance of consumer environment. Implement corporate main responsibility, establish compliance system, and improve after-sales service; Promote industry self-discipline and initiate initiatives for trustworthy consumption in key industries; Strengthen the construction of consumer associations, actively explore the connection between litigation and mediation, public interest litigation, and consumer supervision; Strengthen social supervision and guidance, fully leverage credit constraints, media supervision, and consumer participation. Implement consumer environment led actions. Highlighting innovation leadership, improving incentive mechanisms, and coordinating efforts to enhance consumers' and operators' sense of gain; Pay attention to benchmarking and vigorously develop units and gathering areas such as trustworthy consumer stores, online stores, restaurants, markets, scenic spots, etc; Encourage regional leadership and explore monitoring and evaluation of the overall consumption environment; Deepen international cooperation, benchmark against international advanced levels, and optimize the consumption environment for inbound personnel.
