At present, the digital transformation of the economy has become a major trend, providing important support for the steady progress and improvement of the quality and efficiency of China's economy, and also having a profound impact on doing a good job in employment. During the 14th collective study session of the 20th Central Political Bureau, General Secretary Xi Jinping made a profound discourse on the prominent contradictions and problems that employment work still faces, including the deepening impact of trends such as economic digital transformation on employment. The Central Economic Work Conference held at the end of last year proposed to maintain overall employment stability by 2025. To implement the spirit of the Central Economic Work Conference, we must adapt to the requirements of the deepening development of the new round of technological revolution and industrial transformation, comprehensively understand the impact of economic digital transformation on employment, and strive to promote high-quality and full employment. Overall, the digital transformation of the economy has expanded new ways for workers to increase their employment and income, playing an important role in promoting employment security, stability, and expansion. Driven by new technologies such as big data, the Internet of Things, and artificial intelligence, new industries and new jobs have emerged as the times require. Employment opportunities related to digital economy, digital marketing, and so on have increased, and the number of platform employees in fields such as transportation, delivery, and Internet health care has expanded. According to the fifth national economic census data, by the end of 2023, the rapid development of the information service industry driven by the digital economy has led to an increase in the number of employees in related industries. The number of employees in the information transmission, software, and information technology service industries has increased by 5.07 million compared to the end of 2018. Meanwhile, the digital transformation of the economy can improve labor productivity, thereby increasing workers' income; It can also lower product prices, expand market demand, and encourage related enterprises and industries to increase investment, indirectly increasing labor demand and promoting employment. The digital transformation of the economy has also increased the demand for high-quality and skilled workers. Taking enterprise digital transformation as an example. The digital transformation of the economy is to some extent reflected in the digital transformation of enterprises. The digital transformation of enterprises covers not only technology-based enterprises such as integrated circuits, software, and information services, but also various industries such as manufacturing and retail. It is not simply the superposition and application of digital technology in enterprise operation and management, but rather the use of digitalization to drive systematic changes in various aspects of enterprise organizational structure, business models, talent structure, management systems, and more. This has led to a continuous increase in demand for high-quality and highly skilled talents such as software development engineers, data analysts, and network engineers in enterprises. This not only increases the income of workers, but also further promotes technological innovation and high-quality development. Specifically, the impact of economic digital transformation on employment varies across different regions, industries, and groups. From a regional perspective, regions with higher levels of economic development benefit from improved digital infrastructure, abundant educational resources, and higher technological research and development capabilities. The degree of economic digital transformation is also relatively high, which promotes the overall improvement of employment levels. According to the "Digital Yangtze River Delta Development Report (2024)", the added value of the digital economy in the Yangtze River Delta region will exceed 12 trillion yuan in 2023, accounting for more than 40% of the total economic output of the three provinces and one city. Supported by the rapid development of the digital economy, the employment opportunities in the Yangtze River Delta region are also higher than in other regions. Comparatively speaking, the degree of economic digital transformation in the central and western regions of China is relatively low, and there are fewer new job opportunities created. As a result, some young laborers are flowing to the eastern coastal areas. From an industry perspective, the impact on employment varies due to differences in the degree of digital transformation across different industries. According to the "Research Report on the Development of China's Digital Economy Employment", the digital economy's ability to absorb employment continues to strengthen and lead new trends in employment. The number of job opportunities created by the digital transformation of the tertiary industry is higher than that of the secondary and primary industries. In the secondary industry, industries with high demand for digital economy jobs include electrical machinery and equipment manufacturing, general equipment manufacturing, metal products industry, etc. With the continuous deepening of digital transformation of industrial enterprises, the scale of employment in the digital economy of the secondary industry will also further expand. In the tertiary industry, scientific research and lifestyle services are the main battlefield for employment demand, and the employment radiation and driving effect of small and micro enterprises is strong. From different groups, with the promotion and application of technologies such as automation and artificial intelligence, some low skilled positions are at risk of being replaced. For example, in the manufacturing industry, automated production lines are gradually replacing traditional manual operations; In fields such as sales and customer service, the application of artificial intelligence technology has gradually replaced a large number of job positions with robots. A report by the International Monetary Fund in January last year predicted that in the future, 40% of global labor positions will be affected by artificial intelligence. In the face of the impact of economic digital transformation on employment, we must adhere to a rational, objective, and dialectical attitude. We must not only see that economic digital transformation is an inevitable move in response to the new round of technological revolution and industrial transformation, and an important support for China's high-quality development, but also recognize the challenges it brings to employment work. We must take multiple measures to actively respond and strive to promote high-quality and full employment. One is to enhance the skill level of workers, especially their digital literacy and skills. We need to coordinate education, training, and employment, dynamically adjust the layout of higher education majors and resources, vigorously develop vocational education, improve the lifelong vocational skills training system, promote the integration of vocational education, industry education, and science education, and enhance the forward-looking, targeted, and effective development of human resources. The second is to enhance the synergy of employment in the modern industrial system, develop new quality productivity according to local conditions, transform and enhance traditional industries, cultivate and strengthen emerging industries, lay out and construct future industries, and strive to create more high-quality employment opportunities; At the same time, we will vigorously promote industrial digitization and digital industrialization, support the healthy development of the platform economy, and do a good job in tapping the potential of positions and career transitions in digital transformation.
