just a few days, it will be the Spring Festival of the Year of the Snake. Before the festival, citizens are busy purchasing supplies for the New Year, and are busy promoting goods. From the Spring Festival to the Lantern Festival, it is the time for visiting relatives and friends, and naturally, it is also a time for and consumption. During this golden period of consumption before and after the Spring Festival, how vendors increase their sales and how consumers shop conveniently is not only a simple economic issue also related to people's livelihood.
Over the years, law enforcement departments across the country have strictly cracked down on vendors setting up stalls outside their stores. On the one hand this is to prevent vendors from occupying public space and affecting the travel of citizens. It is also to maintain the environmental cleanliness and even the appearance of the city. Thus the "three-package system" came into being, and some places upgraded it to the "five-package system". From the perspective of building a civilized city, it is to regulate the management of vendors in front of their stores.
However, regulating the management of vendors in front of their stores should not rely entirely on rigid measures, but also incorporate flexible thinking or elastic thinking. For example, previously, some local law enforcement departments imposed penalties on vendors for posting recruitment notices outside their own stores. Such "one-size-fits-all" approach to law enforcement prevents vendors from setting up stalls outside their stores and also makes them dare not do so.
The comprehensive administrative law bureau of Xiajin County "calls" vendors to set up temporary stalls outside their stores, which is a refreshing approach to law enforcement. It is convenient for citizens to and is also a convenience for the people. Although this is only a temporary measure, this decision not only "warms" the people's livelihood but also "scores points for the image of law enforcement.
However, this "people's livelihood outdoor stall" is only carried out during the Spring Festival, allowing outdoor stalls from January 1 to February 17, 2025, which is somewhat limited and should be appropriately "expanded". On the one hand, it can be extended to holidays, such as the May Day holiday and the National Day Golden Week. On the other hand, under the premise that businesses comply with the "five responsibilities in front the door" regulations, it is possible to consider allowing businesses along the street to set up stalls outside the store appropriately in non-main roads and non-peak hours of city. This not only promotes the balanced development of urban regional economy but also supports the development of businesses in non-golden areas to drive employment and facilitate shopping residents in non-central areas. In this way, urban comprehensive law enforcement becomes more flexible and warmer.
It should be noted that the local government's inclusive and supportive attitude small businesses and vendors is not an isolated case. For example, the government of Jixi County, Anhui Province, not only allows vendors to set up in front of the government building to turn it into a night market but also provides the government courtyard for citizens to park, get hot water, and use the restroom for. This shows that some local decision-makers realize that small businesses and vendors are related to "big people's livelihood", and the "inside" of urban development is more than the "face".
Whether it is businesses setting up stalls outside the store or the government setting up a night market in front of the door, caring for people's and maintaining urban appearance are not contradictory. If the traffic police and urban management strengthen their services, and the businesses and vendors operate in a civilized manner, both the "" and the "face" can be achieved.
