Persistently promoting green and low-carbon development, the key is to vigorously develop green and low-carbon industries, establish a sound production system for green and low-carbon circular development, promote the transformation of carbon reduction models from energy consumption dual control to carbon emission dual control, and form a driving force for green and low-carbon development. Currently, our city is accelerating the comprehensive green transformation of economic and social development, accelerating the construction of a leading city for carbon peak and carbon neutrality, scientifically laying out a green low-carbon circular industry chain around green productivity, and comprehensively building a green low-carbon circular industry system. This will help to form a new growth pattern of coordinated pollution reduction, carbon reduction, efficiency improvement, and economic, social, and ecological coupling development. 1、 Building a green and prosperous agricultural industry chain based on ecological agriculture, promoting the deep integration of green, low-carbon and circular development of agriculture and rural industrial revitalization, fully leveraging the fundamental role of agriculture in pollution reduction, carbon reduction and green development, vigorously developing a green and prosperous agricultural industry chain based on ecological agriculture, and achieving the organic unity of rural green industry revitalization and green and prosperous agriculture. One is to build an agricultural green brand industry chain. Guided by the "Xiaozhan Rice Revitalization Plan", we will promote the revival of a number of traditional green agricultural brands such as Shawo radish and Chadian rose flavored grapes, forming an agricultural brand effect supported by both ecological geographical indications and ecological product indications, and improving the agricultural product production and operation system based on agricultural brands. The second is to strengthen the seed industry technology innovation industry chain. Based on the advantages of seed industry research and development, we will accelerate the industrialization of seed industry technological innovation, vigorously carry out independent innovation and technological breakthroughs in the seed industry, promote the development of front-end seed industry technological research and development industry, mid-range breeding and seedling cultivation industry, and end-stage seed sales industry chain, and strengthen, optimize, and expand the "Tianjin Seed" industry chain. One is to improve the production system of carbon sequestration products based on the reform of natural resource property rights. Encourage the development of specialized carbon trading service industries such as carbon resource measurement and value assessment, standardized carbon product research and development, carbon finance, and transaction information docking, forming a large carbon trading industry system with carbon trading as its core. 3、 To build a green intelligent manufacturing industry chain driven by the digital economy, promote the deep integration of green and low-carbon industries with the digital economy, strengthen the green and low-carbon orientation of the "manufacturing based city" strategy, enhance the productive service links such as upstream technology research and development, downstream product consumption, logistics, and after-sales service of green intelligent manufacturing, and improve the green intelligent manufacturing industry chain. Driven by green low-carbon circular technology, new generation information technology, artificial intelligence technology, etc., we will accelerate the intelligentization and greenization of traditional manufacturing, promote the intelligentization and industrialization of carbon reduction in manufacturing, and accelerate the formation of a circular ecological chain in manufacturing. The second is to accelerate the cultivation of new green and intelligent manufacturing industries. Vigorously develop the manufacturing industry of intelligent emission control equipment and carbon recycling equipment, quickly seize the market for green and low-carbon intelligent equipment based on manufacturing advantages, and create a green and low-carbon intelligent manufacturing base. The third is to promote the green and low-carbon development of advantageous industrial chains. Accelerate the innovation of information technology applications, integrated circuits, connected vehicles, biomedicine, high-end equipment, aerospace and other advantageous industrial chains, establish green and low-carbon standard systems, enhance the green and low-carbon development level of advantageous industrial chains, strengthen the industrial chain effect, and guide the comprehensive green transformation of the production system. 4、 Build a green finance industry chain marked by carbon finance, combined with financial innovation operation demonstration zones, carbon emission trading markets, etc., vigorously carry out innovation in carbon finance products, services, and formats, form advantages in carbon finance industry agglomeration, and improve the green finance system including green credit, green consumption finance, etc. One is to actively cultivate the carbon finance service industry. Encourage the development of carbon finance products and financing services centered around carbon emissions trading and carbon sink trading, and form a carbon finance service industry system that supports carbon emissions trading and carbon sink trading.
