The generative artificial intelligence industry has been placed in an important position for innovative development, demonstrating broad prospects. In recent years, China's generative artificial intelligence has made significant progress in model research and development, computing power construction, and industry applications, and many high-level generative artificial intelligence tools have emerged. According to the Report on the Development of Generative AI Applications (2024) released by China Internet Network Information Center, as of June 2024, the number of users of generative AI products in China has reached 230 million, and a relatively comprehensive AI industry system has been initially established. There are more than 4500 related enterprises, and the scale of core industries has reached nearly 600 billion yuan. The industrial chain covers the upstream and downstream key links such as chips, algorithms, data, platforms, and applications. In 2023, the Interim Measures for the Management of Generative AI Services jointly issued by the State Internet Information Office and other departments proposed a series of measures aimed at standardizing and promoting the healthy and orderly development of generative AI services. The progress is not small, but the challenges cannot be ignored. In terms of data, high-quality Chinese corpora are limited, and industry data sharing and openness are insufficient; In terms of computing power, the independent research and development of high-performance chips lags behind, and there is still a gap between the computing infrastructure and the global leading level; In terms of content security, there are risks to the authenticity and compliance of generated content, such as data privacy breaches, false information generation, etc. It is urgent to establish sound security standards and regulatory systems. At the government level, strengthen macro guidance and planning for the field of generative artificial intelligence. Further improve the legal and regulatory system for generative artificial intelligence, clarify relevant regulations on data, algorithms, subjects, scenarios, etc., and enhance systematicity, coherence, and coordination. Increase investment in research and development of key technologies and core algorithms, and encourage enterprises and research institutions to engage in technological innovation through the establishment of special funds and the provision of tax incentives.
