Empowering young people with more possibilities
2025-01-08
On January 7th, the National Development and Reform Commission officially released the "Guidelines for the Construction of a Unified National Market (Trial)". It was mentioned that the restriction on registered residence registration in employment places should be completely lifted, and the transfer and continuation policy of social security relationship should be improved. Recently, the Department of Human Resources and Social Security of Sichuan Province solicited public opinions on the "Implementation Opinions on Further Deepening the Reform in the Employment Field and Promoting High Quality and Full Employment (Draft for Comments)". Among them, it is mentioned that according to the unified deployment, the restrictions on the identification of the identity of fresh college graduates will be cancelled, and the upper age limit for government recruitment will be adjusted. The status of a fresh graduate is a highly concerned identity label among current college students and young people, which is related to both employment and personal development opportunities. The introduction of the identity of fresh graduates was originally intended as a form of protection, facilitating relevant groups to better step out of the ivory tower on campus and integrate into the social environment more quickly. However, this layer of protection may also become a constraint in today's society. Prior to this round of soliciting opinions in Sichuan, provinces such as Shandong, Guangxi, Guizhou, and Hunan have already issued relevant policy documents to cancel or relax the restrictions on the identification of the identity of fresh college graduates. In addition, the new adjustment of labor market policies in the national unified market construction guidelines has eliminated the restrictions on social insurance registered residence registration, which is a new opportunity for young people. At present, the gig economy is developing rapidly, and flexible, free, and diversified new forms of employment are emerging, making many young people more enthusiastic about trying new tracks. However, it is inevitable that due to different understandings of new forms of employment and restrictions imposed by some current policies, many parents do not recognize the new choices of young people. Removing the restriction on the status of fresh graduates can greatly alleviate this contradiction. It has been clarified in many places that those who have paid social security are also considered fresh graduates. This means that within the specified deadline, young people who are not in a hurry to find a job or feel unsuitable after trying some jobs can still try the civil service exam as fresh graduates or prepare for large company recruitment, giving themselves more choices in their lives. Similarly, the restrictions on registered residence registration in employment places should be completely lifted, and the transfer and continuation policy of social security relations should be improved. All regions should not set policy barriers affecting talent mobility in registered residence registration, region, identity, files, personnel relations, etc., to promote the rational flow and effective allocation of talent resources. The relevant provisions of the Guidelines for the Construction of a Unified National Market (Trial) are the same as the removal of the restrictions on the identity of new graduates, which can allow young people to freely choose their work cities. The significance of social security for a person living in one place is self-evident. Among the current young population, the number of digital nomads is showing a rapid growth trend. The work and lifestyle presented by digital nomads breaks the constraints of traditional workplaces, time and space, and therefore, they are more willing to choose livable cities for living, traveling, and working. The portrait of the digital nomad community is characterized by the use of wages from first tier cities to pay for consumption in second - and third tier cities. Therefore, attracting digital nomads to gather can drive local economic and cultural development, which is a new development idea for many second - and third tier cities. In addition, the number of digital vagrants and potential digital vagrants in Chinese Mainland is about 70 million to 100 million, and the youth group is the main force, which means that the impact of digital vagrants on social development cannot be ignored. Overall, the existing restrictions on social security participation and the status of fresh graduates are actually intangible constraints that limit the development of young people. When constraints are removed, young people have more choices and the courage to break conventions, which will make social development more dynamic, and the positive feedback that ultimately forms will also be projected onto the achievements of economic and social development.
