Beijing has built hundreds of regional elderly care service centers

In order to meet the home-based elderly care needs of the vast majority of elderly people and provide professional elderly care services to ordinary households, the important livelihood projects of Beijing in 2024 require the construction of 100 street (township) regional elderly care service centers throughout the city. Beijing Youth Daily reporters learned from the Municipal Civil Affairs Bureau that as of December 31, 2024, all 100 regional elderly care service centers have been completed and passed the acceptance inspection. These regional elderly care service centers can provide centralized elderly care, elderly meal assistance, elderly schools, health and entertainment services for the elderly nearby. Currently, they have benefited 1.55 million elderly people. In December 2023, Beijing issued the "Implementation Opinions on Improving the Elderly Care Service System in Beijing" and the "1+N" series of policies, including the construction of home-based elderly care service networks, the development of elderly meal assistance services, and care services for disabled and dementia elderly people. The document first proposed the concept of street (township) regional elderly care service centers. Just like having a hospital for medical treatment and a school for education, regional elderly care service centers are comprehensive elderly care service complexes at the street (township) level, which can coordinate and mobilize various elderly care service resources in their jurisdiction, providing convenient and inclusive elderly care services for the elderly nearby. The regional elderly care service center generally has two types of six functions, namely centralized elderly care, elderly meal assistance, senior school, health and entertainment, psychological services and other basic service functions, as well as expanded service functions such as volunteer service, disease screening, and public welfare publicity. A reporter from Beiqing Daily learned that in 2024, the 100 newly built regional elderly care service centers in the city will be distributed in 16 districts and the Economic Development Zone, radiating to 476 elderly care service stations in the city, benefiting 1.55 million elderly people, including 320000 "elderly people" (those aged 80 and above). According to the Municipal Civil Affairs Bureau, by 2025, the city will continue to build 50 regional elderly care service centers, focusing on improving service levels while continuously weaving a dense network of elderly care service facilities. 5698 beds are charged below market prices. Currently, these 100 regional elderly care service centers have become important carriers of elderly care services, bringing tangible benefits to the elderly. Regional elderly care service centers can help elderly people move into nearby beds with universal access, providing convenient institutional elderly care beds nearby. The facilities provided by the government free of charge must be based on providing inclusive elderly care services, with a fee price not higher than the average market price in the region. In principle, single rooms cannot be set up to ensure that more elderly people are benefited while providing stable cash flow for operators. According to a reporter from Beiqing Daily, as of now, 100 regional elderly care service centers have set up 5698 universal beds, and the prices and total prices of bed fees, meal fees, and nursing fees do not exceed the average price of online signing for elderly care institutions in this area. Targeting the difficulty of eating, regional elderly care service centers provide nearby food assistance and a place for the elderly to go. The regional elderly care service center serves as the main channel for elderly meal assistance, providing dine in and delivery services for the elderly in the surrounding area for three meals a day. At the same time, opening up to other residents in the community in a market-oriented manner can not only ensure a balanced profit and loss of meals, but also broaden customer acquisition channels for home-based and institutional elderly care services. At present, 100 regional elderly care service centers can provide meal assistance services, with an average of 198000 meals served per month. By relying on regional elderly care service centers to solve nearly two thousand family care problems, home-based elderly care services can be provided on-site. Based on the integration of talent and team building, leveraging the role of "stabilizing soil and water, nurturing forests", it can provide home-based elderly care workers, especially for "elderly" families in the surrounding areas, and offer professional home care services. As of now, nearly 2000 long-term home care services have been signed up, solving the problem of home care for disabled elderly people in nearly 2000 families. The regional elderly care service center also has the functions of integrating medical care with elderly care and coordinating scheduling. In terms of the integration of medical care and elderly care, we will establish a mobile phone system with community health service institutions, deepen the signing of family doctor contracts, smooth the green channel for emergency treatment and rapid referral, and improve the convenience and accessibility of medical treatment. In terms of overall scheduling, as the main responsible party for regional elderly care services, the operator of the integrated complex relies on the information platform to coordinate the supply and demand matching, price quality, and other aspects of elderly care services. The elderly school service will be promoted to the whole city. Regional elderly service centers are also promoting the introduction of elderly schools into communities. Here, community cultural and entertainment activities can be provided for the elderly, and various service providers can be regularly organized to carry out health education, anti fraud propaganda and other activities. At present, the Municipal Civil Affairs Bureau and 11 regional elderly care service centers are piloting the "Public Welfare+Inclusive" elderly school curriculum. In the future, based on the summary of pilot experience, the city will promote elderly school services. With more and more elderly people becoming accustomed to using mobile phones to access the internet, Beijing Elderly Care Service Network recently tested and launched a regional elderly care service center information platform. In the future, this platform will comprehensively gather the online and offline service needs of the elderly, form service orders, and accurately match service providers, making obtaining elderly care services as convenient as e-commerce shopping and online ride hailing. At the same time, the information platform can achieve full process management of various elderly care service orders through the backend, ensuring that the personnel providing the services have qualifications, guaranteed quality, recorded processes, and traceable processes. Elderly people or their families who have needs can directly go to the nearest regional elderly care service center to obtain corresponding services, or contact them by phone or log in to the Beijing Elderly Care Service Network and the same name WeChat mini program to obtain corresponding services.
