This year, scientifically sound industry policies, efficient and comprehensive infrastructure, and rich and practical innovative achievements undoubtedly vividly depict the shift of computing power from "quantity" to "quality". In 2024, policy opinions in the field of computing power will continue to be released, pointing out the direction for the high-quality development of the computing power industry and adding necessary guarantees. In March of this year, seven departments including the Ministry of Industry and Information Technology issued the "Implementation Plan for Promoting Equipment Renewal in the Industrial Field", proposing to promote the coordinated development of "cloud edge" computing power, increase the supply of high-performance intelligent computing, and build intelligent computing centers at computing hub nodes. In October, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Accelerating the Development and Utilization of Public Data Resources", further proposing to focus on computing power networks and trustworthy circulation, support the development of data infrastructure enterprises, and clarify the key tasks for the development of China's computing power industry. While the top-level design is constantly improving, many local governments are actively seizing the opportunities of the times, relying on their own resource endowment advantages, and making computing power a key industry for heavy layout. They have successively introduced relevant policies in the field of computing power. In April of this year, Beijing released the "Implementation Plan for Computing Infrastructure Construction in Beijing (2024-2027)", proposing to change the "small and scattered" situation of intelligent computing construction and concentrate on building a number of intelligent computing single large clusters; In July, Henan Province issued the "2024 Henan Province Big Data Industry Development Work Plan", which clearly stated the need to strengthen the supply of computing power resources and deeply integrate into the construction of the national integrated computing power system... From the central to the local level, policies, measures, opinions and plans related to computing power have been frequently introduced, effectively enhancing the courage and confidence of all ends of the industrial chain to compete in the computing power track, and providing important guidance for the high-quality development of the computing power industry, laying a solid foundation. With the effective implementation of policies, the construction of computing infrastructure will be in full swing in 2024, and the rapid development of technologies such as AIGC will drive a good trend of explosive growth in computing demand. By 2024, the total scale of computing power center racks in use in China will exceed 8.3 million standard racks, with a total computing power scale of 246 EFlops, ranking among the top in the world. At the same time, 58.3% of China's computing power centers have been connected to the national backbone network, and the national computing power hub nodes have fully achieved a 20 millisecond latency guarantee capability. 65% of provinces and cities in the country can access a computing power data cluster within 5 milliseconds. Under the protection of policies, China's computing infrastructure has continued to empower various industries since the beginning of this year, and the three major telecommunications operators have continued to make efforts in the field of intelligent computing. China Telecom's key plan is to establish a "2+3+7+N+M" intelligent computing layout, build a leading 10000 card fully liquid cooled intelligent computing cluster in China, establish a computing power resource that covers the whole country, has a leading scale, and a reasonable structure, build an integrated intelligent computing platform called "Xirong", and access the computing power of partners to reach 27 EFlops; China Mobile is accelerating the improvement of its "4+N+31+X" data center layout and building an AI inference computing power network covering the whole country. It has covered all the hub nodes of "East Data West Computing" and formed a strong computing power support system; China Unicom relies on the "1+N+X" intelligent computing layout to create the computing power intelligent networking AINet, and has built over 260 computing power resource pools covering more than 200 cities. It has launched five major intelligent computing products, including the "AICC Computing Power Cluster", and is fully committed to building a new digital intelligence base for computing power supply. Under the guidance of the "dual carbon" action plan, China has put forward higher requirements for energy conservation and consumption reduction of computing infrastructure. At present, China has established 246 national green data centers, of which over 140 computing power centers have achieved a green and low-carbon level of 4A or above. Innovative application achievements continue to empower the social economy, focusing on the forefront of the computing power industry. Some of the achievements have been put into application and achieved good social and economic benefits. China Unicom's ultra large scale intelligent computing center services have formed 35 industry models and over 100 benchmark applications; The Shadowless Cloud computer based on the end cloud fusion computing architecture has benefited 180000 teachers and students; "Light of the Taihu Lake Lake A+" is providing a powerful basic computing platform for key fields such as supercomputing, intelligent computing, scientific research, enterprise research and development, and "intelligent transformation into digital computing"...
