Intensify support for trade in of consumer goods, leverage more bulk consumption, actively develop service consumption, especially cultural tourism consumption, improve the financial guarantee mechanism for public cultural services, and promote the implementation of a new round of national comprehensive freight hub chain strengthening and upgrading actions. Actively expanding effective investment, reasonably arranging bond issuance, and effectively driving more social investment through government investment. ——Support the construction of a modern industrial system. We will focus on enhancing our technological innovation capabilities and fully support the research and development of key core technologies. Accelerate the promotion of industrial transformation and upgrading, and deeply implement the policy of rewarding and subsidizing specialized, refined, unique, and new small and medium-sized enterprises. Strengthen support for enterprises to alleviate difficulties, and resolutely prevent problems such as arbitrary fees, fines, and levies. ——Support the protection and improvement of people's livelihoods. Combining the improvement of people's livelihoods with the stimulation of domestic demand potential, highlighting the priority orientation of employment, supporting the construction of an education powerhouse, improving the policy system for population development support, promoting the development of health care, weaving a tight social security network, and promoting the resolution of urgent and difficult problems for the people. ——Support the integrated development of urban and rural areas. Ensure national food security, continuously consolidate and expand the achievements of poverty alleviation, orderly promote rural development and construction, vigorously promote new urbanization, and promote regional coordinated development. ——Support the construction of ecological civilization. Deepen the construction of horizontal ecological protection compensation mechanism. Strengthen ecological protection and restoration, and continue to support the battle to defend blue skies, clear waters, and pristine lands. Steadily promote carbon peak and carbon neutrality, and drive the green and low-carbon transformation of key industries and sectors. ——Support high-level opening-up to the outside world. Actively participate in global economic governance and deeply engage in discussions on multilateral and bilateral financial issues. Improve import and export tax policies such as tariffs, and deepen cooperation with the "the Belt and Road" countries. The National Financial Work Conference also emphasized the promotion of zero based budget reform, comprehensive deepening of financial and tax system reform, effective prevention and resolution of local government debt risks, resolute adherence to the bottom line of grassroots "three guarantees", increased financial and accounting supervision, and improved fiscal governance efficiency.
