My mother fell ill and was hospitalized in her hometown. She applied for "parental care leave" from her workplace but was told that she could only take personal leave because she was not an only child. The caregiving dilemma faced by Ms. Zuo, who works in the financial industry in Beijing, is also one that many non only children may face sooner or later. In fact, in recent years, many regions have noticed this demand of workers. Guizhou, Heilongjiang, Sichuan and other places have included "non only children" in the scope of enjoying nursing leave. Recently, cities such as Yangzhou and Nantong in Jiangsu Province are also planning to cancel or relax restrictions on expanding nursing leave and upgrading to "only child" status. In the current increasingly severe aging population, the issues of elderly care and elderly care have become more prominent and have become the focus of attention from all sectors of society. Nursing leave, as a system design aimed at safeguarding the rights and interests of children in caring for their parents, is of great significance in balancing family and work, and alleviating the pressure of elderly care. However, in its implementation process, the differentiated treatment and potential contradictions between only child care leave and non only child care leave have gradually emerged. After sorting out the policy framework, it is not difficult to find that the nursing leave for only children entered the public eye first in 2016. The structure of only child families is single, and the burden of elderly care is extremely heavy. When parents fall ill or become disabled, and their children often face the dilemma of being unable to take care of themselves, many local governments have introduced policies tailored to local conditions to provide care leave for only children. For example, in Henan, it is stipulated that only children should not take more than 20 days of care leave per year, during which their salary and welfare benefits remain unchanged; Heilongjiang provides only children with 20 days of paid nursing leave per year, which can be extended appropriately if necessary. The original intention of these policies is to compensate for the pressure of supporting only children, ensure their peace of mind in taking care of their elders, and actively reconcile the contradiction between family responsibilities and social reality. The policy of non only child care leave has been followed up in some provinces, but there is a significant difference in treatment compared to others. In some regions, the number of nursing leave days for non only children has significantly decreased, mostly to 7-10 days, and the implementation details are vague, the leave process is cumbersome, and even the salary guarantee is greatly discounted. On January 30th this year, the Beijing Civil Affairs Bureau responded to netizens' comments about "increasing nursing leave for non only children" and stated that establishing nursing leave is "imperative". In June, the Shanghai Municipal Health Commission responded to the proposal by stating that it will work with relevant departments such as civil affairs and human resources to encourage employers with conditions to explore the establishment of a system of care leave for only child parents, summarize good practices and experiences, and when conditions are ripe, introduce a unified child care leave policy for the whole city. The coexistence of only child care leave and non only child care leave is a necessary aspect of social equity and justice. Although non only children can theoretically share the responsibility of supporting their parents, modern society's geographical segregation and fast-paced work often make it difficult for children to cooperate with their parents in elderly care. Moreover, in terms of age, China's one-child policy was implemented in the late 1970s, with most only children being born in the 1980s and 1990s. Prior to this, many non only children born in the 1970s faced more urgent and difficult parental care pressure. Of course, there are still many practical issues in coordinating the promotion of care leave for only children and non only children. Economic accounts cannot be ignored. In the short term, equal nursing leave undoubtedly increases the company's labor costs. To this end, it is necessary to actively encourage enterprises to establish flexible work systems and welfare mechanisms such as flexible working hours and remote work, and support employees in fulfilling their family care responsibilities. The improvement of laws is the key to ensuring the parallel implementation of both. The legislative department should integrate policies from various regions, refine the holiday application process, approval time limit, supervision mechanism, etc., to ensure that rights and interests are implemented with a voice. At the same time, in terms of salary subsidies, we will establish a diversified sharing mechanism among the government, enterprises, and social security to ensure that there are no worries about taking leave. At the same time, we will strengthen publicity and guidance, eliminate social prejudices, create a good social atmosphere of respecting the elderly and helping families, and encourage enterprises to consciously fulfill their social responsibilities. The public will cherish their nursing rights and make reasonable use of them. The coexistence of care leave for only children and non only children is not simply an equal number of vacation days, but an important part of the puzzle to make up for the elderly care security system. Only by breaking down policy barriers, stitching the cracks in rights, and carving out the nursing leave system with an integrated and humanized concept, can we provide a clear sky for every family to rest assured in their elderly care when the wave of silver hair surges in.
