The Party Central Committee attaches great importance to this meeting. Before the meeting, the Standing Committee of the Political Bureau of the Central Committee put forward clear requirements for doing a good job in the work of agriculture, rural areas and farmers.
Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, has issued important instructions on doing a good job in the work related to agriculture, rural areas, and farmers. Xi Jinping pointed out that by 2024, China's grain production will reach a new level, farmers' income will steadily increase, rural society will be harmonious and stable, providing basic support for promoting high-quality economic and social development.   We must strictly adhere to the red line of arable land, promote the construction of high standard farmland with high quality, strengthen agricultural technology and equipment support, and ensure stable production and supply of grain and important agricultural products. We should actively develop industries that enrich the people in rural areas, improve the comprehensive efficiency of agriculture, strengthen the county economy, broaden channels for increasing farmers' income, continue to consolidate and expand the achievements of poverty alleviation, and firmly guard against the bottom line of large-scale poverty relapse. We need to deeply learn and apply the experience of the "Ten Thousand Project", solidly promote rural construction, prosper rural culture, promote the transformation of customs and habits, and build livable, business friendly, and beautiful rural areas. We need to strengthen the construction of grassroots party organizations in rural areas and enhance the effectiveness of party building in leading grassroots governance.
Xi Jinping emphasized that party committees and governments at all levels should adhere to the priority development of agriculture and rural areas, consolidate the political responsibility of the five level secretaries to promote rural revitalization, fully mobilize the enthusiasm of party members, cadres, and farmers, work hard and achieve long-term results, accelerate the pace of modernization of agriculture and rural areas, promote a more stable agricultural foundation, more prosperous rural areas, and more prosperous farmers' lives, and make solid progress towards the goal of building a strong agricultural country.

The meeting pointed out that General Secretary Xi Jinping's important instructions fully affirmed the achievements made in the work of agriculture, rural areas, and farmers this year, put forward clear requirements for doing a good job in the work of agriculture, rural areas, and farmers in 2025, and scientifically guided the strategic layout and key areas of agriculture, rural areas, and farmers' work, which has strong political, ideological, guiding, and targeted significance. We must thoroughly study and implement General Secretary Xi Jinping's important discourse and instructions on the work of agriculture, rural areas, and farmers, and resolutely implement them with a high degree of political consciousness, and transform them into concrete actions and measures based on reality.
The meeting emphasized the need to focus on learning and applying the experience of the "Ten Million Project", promote comprehensive rural revitalization, concentrate efforts on accomplishing a number of key practical tasks, and make every effort to promote agricultural efficiency, rural vitality, and farmers' income. We must firmly shoulder the responsibility of ensuring national food security, continuously enhance the ability to guarantee the supply of important agricultural products such as grain, stabilize the planting area of grain, deeply promote the action of increasing the yield of grain and oil crops on a large scale, strengthen the construction of agricultural disaster prevention and mitigation capabilities, and ensure stable and high grain production. Strengthen the protection and quality improvement of arable land, strictly manage the balance between arable land occupation and compensation, establish a monitoring system for arable land planting purposes, and ensure the quality and financial safety supervision of high standard farmland construction projects. Promote the collaborative research and development of agricultural science and technology, accelerate the large-scale promotion and application of scientific and technological achievements, and develop agricultural new quality productivity according to local conditions. Establish a sound policy system to support grain production, and initiate the implementation of inter provincial horizontal interest compensation for grain production and sales areas under central coordination. Improve the coordination mechanism between agricultural product trade and production, and promote the prices of important agricultural products such as grain to remain at a reasonable level. Build a diversified food supply system, support the stable development of animal husbandry, and improve the long-term mechanism for grain and food conservation. We must not slack off in consolidating and expanding the achievements of poverty alleviation, improving the effectiveness of monitoring and assisting in preventing poverty from returning to poverty, coordinating the establishment of mechanisms to prevent poverty from returning to poverty in rural areas, and implementing a hierarchical and classified assistance system for low-income populations and underdeveloped areas. To promote the improvement of rural industries in terms of quality and efficiency, we need to focus on promoting the development of "local specialties", cultivate new industries and business models, improve the mechanism of agricultural cooperation, and increase farmers' income. To enhance the level of rural planning and construction, adapt to the trend of population change, promote the organic combination of comprehensive rural revitalization and new urbanization, coordinate the layout of county-level urban and rural planning, promote the extension of infrastructure to rural areas, improve the level of basic public services in rural areas, continuously improve the living environment in rural areas, and strengthen the governance of rural ecological environment. Efforts should be made to improve the rural governance system, deepen the promotion of party building to promote rural revitalization, and continuously rectify formalism to reduce the burden on grassroots. Implement the construction project of civilized rural customs, strengthen the construction of spiritual civilization in rural areas in the new era, and actively carry out the transformation of customs and traditions. Adhere to and develop the "Fengqiao Experience" in the new era, do a good job in investigating and resolving rural conflicts and disputes, and maintain rural stability and tranquility. We must comprehensively implement the task of further deepening rural reform, orderly promote the pilot program of extending the second round of land contracts for another 30 years after they expire, explore effective ways to revitalize idle rural houses through leasing, equity participation, cooperation, and other means, innovate the investment and financing mechanism for rural revitalization, and stimulate the vitality of rural revitalization.
The meeting emphasized the need to strengthen the comprehensive leadership of the Party over the work of agriculture, rural areas, and farmers, promote the deepening and practical application of the experience of the "Ten Thousand Project", and improve the long-term mechanism for promoting the comprehensive revitalization of rural areas. Adhere to the mass line of the Party in the new era, start from the reality of rural areas, respect the wishes of farmers, give full play to the role of farmers as the main body, improve work methods, encourage practice, exploration, reform and innovation in various regions, and continuously create a new situation of comprehensive rural revitalization.
