Guangdong Hong Kong Macao Greater Bay Area: A New Practice for Promoting the Development of "One Country, Two Systems"

2024-12-10

The the Pearl River flows ceaselessly, and thousands of sails race across the bay area. The construction of the Guangdong Hong Kong Macao Greater Bay Area is not only a new attempt to promote the formation of a new pattern of comprehensive opening up in the new era, but also a new practice to promote the development of the "One Country, Two Systems" cause. In recent years, the three regions of Guangdong, Hong Kong, and Macao have worked hand in hand to overcome difficulties and challenges. Over the past five years since the release of the Development Plan Outline for the Guangdong Hong Kong Macao Greater Bay Area, the total economic output of the Greater Bay Area has risen from over 10 trillion yuan to over 14 trillion yuan, creating less than 0.6% of the country's total land area and accounting for 1/9 of the country's total economic output. Under the promotion of the construction of the Guangdong Hong Kong Macao Greater Bay Area, Hong Kong and Macao are integrating deeper and better into the overall development of the country. The practice of "One Country, Two Systems" is constantly enriching, and the dynamic and internationally competitive first-class bay areas and world-class city clusters are growing rapidly. Exploring new directions of development from the sky, the buildings of Qianhai Shenzhen Hong Kong Youth Dream Factory resemble the traditional Chinese character for "dream", where young people from Shenzhen, Hong Kong and other places embark on a journey of seeking their dreams. As of early December this year, DreamWorks has incubated a total of 1374 entrepreneurial teams, including 955 Hong Kong, Macau, and international teams. Nowadays, Qianhai has become one of the regions with the highest degree of connection and closest cooperation between Shenzhen and Hong Kong. More than 10000 Hong Kong people work and live in Qianhai, with over 9000 Hong Kong funded enterprises registered in Qianhai. The country's first Hong Kong funded consumer finance company, public fund company, joint venture securities company, etc. have all settled in Qianhai. Over the past five years, Guangdong, Hong Kong, and Macao have worked together to explore new paths, with an economic output exceeding 14 trillion yuan. The construction of major cooperation platforms such as Hengqin, Qianhai, Nansha, and Hetao has accelerated, presenting a new development trend. In the western wing of the Greater Bay Area, the Hengqin Guangdong Macao Deep Cooperation Zone is lined with modern buildings. 15 years ago, Hengqin, with its lush banana forests and sparse farmlands, has become a vibrant and entrepreneurial land. In the Hengqin Cross border E-commerce and Live Streaming Base (Huafa) Innovation Industrial Park, hosts are enthusiastically promoting products in various live streaming rooms. The total construction area of the industrial park exceeds 720000 square meters and has signed contracts with several well-known leading enterprises as well as e-commerce companies in Hengqin and Macau. I believe that in the future, Macau enterprises will usher in a spring of development in Hengqin Liu Jindong, the first batch of e-commerce companies to settle in the industrial park and Chairman of the Board of Directors of Macau New World Global Shopping, said that the rapid construction and landing of the industrial park has greatly promoted the development of Hengqin's e-commerce industry, and the series of policies in the park have also made Macau enterprises feel warm. At present, the "four new industries" of technology research and development, high-end manufacturing, traditional Chinese medicine and other Macau brand industries, cultural tourism, exhibition and trade industries, and modern finance industries are thriving in Hengqin. As of the end of October this year, 6521 Australian funded enterprises have settled in Hengqin. In the first half of the year, the added value of Australian funded enterprises in Hengqin was nearly 1.9 billion yuan, making it the region with the highest concentration of Australian funded enterprises in mainland China. Looking down from the 91 meter high suspension bridge of the Shenzhen China Channel, the long bridge winds like a dragon between the blue sea and the sky, and a flowing colorful "Che River" quickly crosses both sides of the the Pearl River along the bridge. In just 118 days, the traffic volume of the Shenzhen Zhongshan Expressway exceeded 10 million trips. After the opening of the Hong Kong Zhuhai Macao Bridge, which also crosses Lingdingyang like the Shenzhen Zhongshan Channel, the number of inbound and outbound passengers through highway ports has reached 60 million. Over the past five years, Guangdong, Hong Kong, and Macao have worked together to deepen connectivity, resulting in smooth transportation, prosperous people, and prosperous finances in the Greater Bay Area, presenting a new atmosphere of connectivity and intersection. The construction of world-class airport clusters, port clusters, and new infrastructure systems is accelerating, making cross-border flows of personnel, vehicles, goods, funds, and other factors more efficient and convenient. In 2023, with the implementation of the policies of "Hong Kong cars heading north" and "Australian cars heading north", the "1-hour living circle" of Hong Kong, Zhuhai and Macao will be basically formed. The transportation is so convenient During this year's National Day holiday, Hong Kong resident Chen Zhihao drove a single license plate private car through the Hong Kong Zhuhai Macao Bridge to enter Zhuhai. The family first went to Zhongshan to taste delicious food, then traveled to Shenzhen through the Shenzhen Zhongshan Expressway for sightseeing before returning to Hong Kong. In one day, they "checked in" three bay area cities. With the implementation of a number of landmark initiatives such as the "Hong Kong Macau Medical Device Connect," "Bay Area Social Security Connect," "Cross border Wealth Management Connect," and "Cross border Government Services Connect," Guangdong, Hong Kong, and Macao are leveraging their comprehensive advantages, innovating institutional mechanisms, and promoting factor circulation. On March 1st of this year, the Hengqin Shenhe District officially implemented the policy of dividing lines for management, marking a breakthrough in the integration of Qinzhou and Macao. As of November this year, the number of people entering and leaving through the "first line" Hengqin Port exceeded 14.93 million, and the number of vehicles entering and leaving exceeded 1.606 million; More than 12.698 million vehicles were inspected and released from the "second-line" channel. In November of this year, the Greater Bay Area Science Forum with the theme of "Open Science Leads the Tide" was held in Nansha, Guangzhou, adding new impetus to development. This is the first time that the forum has been jointly hosted by the Guangdong Provincial People's Government, the Hong Kong Special Administrative Region Government, and the Macao Special Administrative Region Government, showcasing the achievements of scientific and technological innovation cooperation among Guangdong, Hong Kong, and Macao. The opening ceremony of this forum and the location of the main forum, Nansha, are gradually becoming an important hub for promoting the connectivity of science and technology facilities, smooth flow of scientific and technological elements, and integration of innovation chains in the Greater Bay Area. The Hong Kong University of Science and Technology (Guangzhou) has become the first cooperation project completed after the introduction of the "Overall Plan for Deepening Guangdong Hong Kong Macao Comprehensive Cooperation towards the World in Nansha, Guangzhou". The Guangzhou Supercomputing Nansha Branch provides services to more than 200 research teams from Hong Kong, Macao and overseas, and the South China Technology Transfer Center has achieved precise docking of over 300 Guangdong Hong Kong achievement needs. Zhu Wei, Executive Deputy Director of the Greater Bay Area Office of Guangdong Province, stated that in the past five years, the framework of the Greater Bay Area International Science and Technology Innovation Center, mainly consisting of the Guangzhou Shenzhen Hong Kong, Guangzhou Zhuhai Macao Science and Technology Innovation Corridor, Shenzhen Hetao, and Zhuhai Hengqin Innovation Pole, has been basically established. Dongguan, which looks across the the Pearl River Estuary from Nansha in Guangzhou, has arranged a "super microscope" that can explore the micro world - the Chinese spallation neutron source. Jian Hongxi, a young man from Hong Kong and an associate researcher of the Institute of High Energy Physics of the Chinese Academy of Sciences, said, "Large scientific devices play an increasingly important role in promoting basic research and enterprise innovation, and spallation neutron sources can effectively radiate the scientific research and application needs of Hong Kong, Macao and mainland cities in the Greater Bay Area." Now, Guangdong's R&D programs in key fields, Guangdong Natural Science Foundation projects and other projects are open to Hong Kong and Macao, and support Hong Kong and Macao scientific research institutions to lead or participate in Guangdong's financial research projects. The cross-border allocation of scientific research funds from Guangdong to Hong Kong and Macao accumulatively exceeds 460 million yuan. In the Global Innovation Index ranking released by the World Intellectual Property Organization, the "Shenzhen Hong Kong Guangzhou" technology cluster has been ranked second in the world for five consecutive years. Liao Bing, Secretary of the Party Committee of the Guangdong Academy of Sciences, stated that the original innovation, technological breakthroughs, and achievement transformation capabilities of the Guangdong Hong Kong Macao Greater Bay Area continue to strengthen, and the level of mutual promotion between industry and technology continues to improve, becoming one of the most active major strategic regions for technological innovation and industrial development in China.
