The Political Bureau of the Central Committee of the Communist Party of China held a meeting on December 9th to analyze and study the economic work in 2025; Listen to the work report of the Central Commission for Discipline Inspection and the National Supervisory Commission, and study and deploy the construction of Party conduct, clean governance, and anti-corruption work in 2025. General Secretary of the Communist Party of China Xi Jinping presided over the meeting.
The meeting believes that this year is a crucial year for achieving the goals and tasks of the 14th Five Year Plan. With Comrade Xi Jinping as the core, the Party Central Committee has united and led the entire Party and people of all ethnic groups in the country to calmly respond and implement comprehensive policies. The overall economic operation is stable and steady, and China's economic strength, scientific and technological strength, and comprehensive national strength continue to strengthen. The steady development of new quality productive forces, the continuous deepening of reform and opening up, the orderly and effective resolution of risks in key areas, the solid and effective guarantee of people's livelihood, and the successful completion of the main goals and tasks of economic and social development for the whole year.
Completing the goals and tasks of the 14th Five Year Plan with high quality lays a solid foundation for achieving a good start to the 15th Five Year Plan.
The meeting pointed out that next year we must adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, upholding integrity and innovation, establishing before breaking through, integrating and coordinating systems, implementing more proactive fiscal policies and moderately loose monetary policies, enriching and improving policy toolboxes, strengthening unconventional countercyclical adjustments, and using a combination of policies to enhance the forward-looking, targeted, and effective macroeconomic regulation. We must vigorously boost consumption, improve investment efficiency, and comprehensively expand domestic demand. We should lead the development of new quality productive forces with technological innovation and build a modern industrial system. To leverage the driving force of economic system reform and promote the implementation and effectiveness of landmark reform measures. To expand high-level opening up to the outside world, stabilize foreign trade and foreign investment. To effectively prevent and resolve risks in key areas, and firmly hold the bottom line of preventing systemic risks from occurring. We must continue to consolidate and expand the achievements of poverty alleviation, coordinate the promotion of new urbanization and comprehensive rural revitalization, and promote the integrated development of urban and rural areas. We need to increase the implementation of regional strategies and enhance the vitality of regional development. We need to work together to promote carbon reduction, pollution reduction, and green growth, and accelerate the comprehensive green transformation of economic and social development. We need to increase efforts to ensure and improve people's livelihoods, and enhance their sense of gain, happiness, and security.
The meeting emphasized the need to strengthen the Party's leadership over economic work and ensure that the decisions and deployments of the Party Central Committee are implemented in practice. We should fully mobilize the enthusiasm of all parties and stimulate the endogenous motivation of cadres to work and start businesses. We must adhere to seeking truth and pragmatism, coordinate development and security, enhance synergy, strengthen expected management, and improve the overall effectiveness of policies. We must do a good job in safeguarding people's livelihoods and ensuring safety and stability, to ensure the overall stability of society.
We should focus on strengthening political supervision through the "two safeguards", strictly enforce political discipline and rules, and include the implementation of major reforms in the content of supervision and inspection, in order to effectively supervise and ensure the smooth progress of reforms. To consolidate and deepen the achievements of Party discipline learning and education, and comprehensively leverage the Party's disciplinary education to constrain, guarantee, and motivate. We need to establish a mechanism for investigating and addressing both corrupt practices and corruption, and focus on promoting the integration of positive practices and anti-corruption efforts. We must continue to deepen the rectification of unhealthy practices and corruption around the masses, and promote the better and more equitable benefits of reform and development to the broad masses of the people. We need to strengthen the standardization, legalization, and regularization of disciplinary inspection and supervision work, deepen the reform of the disciplinary inspection and supervision system, and build a loyal, clean, responsible, and capable disciplinary inspection and supervision iron army.
Previously, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the Central Committee to listen to reports on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission in 2024 and the preparation for the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection.
The meeting agreed to hold the fourth plenary session of the 20th Central Commission for Discipline Inspection from January 6th to 8th next year.
