In the process of developing artificial intelligence standards, the International Telecommunication Union has also established close cooperation with non United Nations system standard setting organizations such as the International Organization for Standardization and the International Electrotechnical Commission. As the "three major international standardization organizations", the International Telecommunication Union, the International Organization for Standardization, and the International Electrotechnical Commission guide coordinated actions between standard setters and an increasing number of stakeholders. The development of artificial intelligence technology standards is not independent, but involves multiple aspects such as ethics, data security, and environmental protection. The trend of cross-border empowerment of artificial intelligence as a universal technology is becoming increasingly evident. Emerging technologies are establishing strong connections with various industries, and artificial intelligence is further enhancing this trend. He also added that currently, the International Telecommunication Union actively promotes the establishment of connections between different industries through the "Artificial Intelligence for Good" initiative, diversified membership mechanisms, United Nations cooperation agencies and standards bodies, and the support of over 36000 professionals who have joined the "Artificial Intelligence for Good" network. Bridging the technological development gap is a key area of focus. Bridging the development gap between developed and developing countries is a high-frequency term in the United Nations this year. How to bridge the technological gap between North and South countries in the field of artificial intelligence is also a key area of concern for the International Telecommunication Union in the process of standard setting. On the one hand, the standards of the International Telecommunication Union have the characteristic of "consensus", and the formulation of standards is conducive to the global promotion and participation of all parties in artificial intelligence technology. "With the emergence of new innovation ecosystems around artificial intelligence, technical standards will help to promote these ecosystems globally and support widespread participation in artificial intelligence innovation. Standard formulation helps create opportunities to acquire technological capabilities and market access." On the other hand, the International Telecommunication Union will actively promote the participation of southern countries in the process of artificial intelligence standard formulation, leaving no one behind. "We provide lower membership standards for the academic community, start-ups, small and medium-sized enterprises, and companies of all sizes in developing countries. In addition, the International Telecommunication Union also provides more support to standard experts in developing countries through the 'Bridging the Standardization Gap' program It is reported that the International Telecommunication Union launched the "Artificial Intelligence for Good: Innovating to Expand Impact" project in March this year, aiming to bridge the global gap in artificial intelligence technology and promote the achievement of the United Nations Sustainable Development Goals. To this end, the project has launched two public solicitation activities, namely the collection of artificial intelligence application cases and the application of artificial intelligence scholars. In July of this year, at the 2024 World Artificial Intelligence Conference and High Level Conference on Global Governance of Artificial Intelligence held in Shanghai, the "Artificial Intelligence for Good: Innovation and Expanding Impact Case Collection" was officially released, which includes 53 excellent artificial intelligence application cases from around the world, including healthcare, climate action, sustainable urban construction, and reducing inequality. Among them, 21 cases are from China, accounting for nearly 40%. In addition, the project also focuses on the cultivation of the new generation of artificial intelligence talents. Through the "AI for Good Scholars" program, it empowers young talents from different regions and enhances their ability to use artificial intelligence technology to promote social welfare.
