This forced acceptance makes facial recognition technology unable to be equated with "technology changing lives" at present. Looking back at past cases of citizen rights protection related to facial recognition, individuals are often in a disadvantaged position, which to some extent promotes the efforts of relevant parties to promote facial recognition. Therefore, it is necessary for the government to take the lead in carrying out special actions to protect personal information rights and interests in relevant fields. Currently, due to the promotion of facial recognition through various channels, people's personal biometric information is widely collected. This data, which is defined as sensitive personal information in the Personal Information Protection Law, cannot be guaranteed whether it is sufficiently protected and not abused. Previously, there were reports in the media that on certain online trading platforms, thousands of facial photos can be purchased for just 2 yuan, while over 5000 facial photos are priced at less than 10 yuan. In this round of special law enforcement actions for the protection of personal information rights and interests in the consumer sector, Shanghai has clarified several principles, namely "necessary for public safety", "legally based", and "achieving separate notification". This also indicates that no subject can arbitrarily set up personal biometric recognition capture devices, and it is necessary to obtain separate authorization for facial recognition behavior, so that personal information security can be protected in a targeted manner, and the general public in vulnerable areas can have more confidence when facing facial recognition and refusing to allow relevant subjects to set up facial recognition devices. At present, Shanghai has promoted the self inspection and rectification of "mandatory" and "abusive" facial recognition in more than 600 supermarkets, 6300 hotels, 70 public sports venues, 1200 swimming pools and fitness venues, 2900 public toilets, and 1400 vending machines throughout the city.
