On December 2nd, General Secretary Xi Jinping attended the fourth "Belt and Road" construction work symposium and delivered an important speech. At the meeting, the General Secretary reviewed the achievements of the joint construction of the "the Belt and Road", analyzed the current situation and tasks of the joint construction of the "the Belt and Road", and made a comprehensive deployment around promoting the high-quality development of the joint construction of the "the Belt and Road".
Since the proposal of the Belt and Road Initiative in 2013, under the planning, guidance, and promotion of General Secretary Xi Jinping, the Belt and Road Initiative has always adhered to the principle of consultation, construction, and sharing. More than 150 countries and 30 international organizations have signed cooperation documents on the Belt and Road Initiative, and thousands of practical cooperation projects have been carried out. The transformation of 'freehand brushwork' into 'meticulous painting', coordinated promotion of 'hard connectivity', 'soft connectivity', and 'heart connectivity', has made Chinese contributions to enhancing friendship and promoting the economic and social development of the jointly built countries.
In the past few years, the convening of the four "the Belt and Road" construction symposiums coincided with an important development stage of the "the Belt and Road" construction.
In August 2016, the symposium on promoting the construction of the "the Belt and Road" was held. General Secretary Xi Jinping pointed out that the construction of the Belt and Road Initiative has gone from scratch, from point to area, and the progress and achievements have exceeded expectations.
In August 2018, the symposium on the fifth anniversary of promoting the construction of the "the Belt and Road" was held.  
In November 2021, the third "the Belt and Road" construction symposium was held.

Because of China's opportunities and China's actions, the "the Belt and Road Initiative" has expanded from a Chinese initiative to an international consensus, and transformed from a good vision to practical results, drawing a magnificent picture of connecting the world, beauty and common.
In May 2017, the first "the Belt and Road" International Cooperation Summit Forum; In April 2019, the second "the Belt and Road" International Cooperation Summit Forum; In October 2023, the third the Belt and Road Forum for International Cooperation... three official diplomatic events recorded the grand epic of China and the world jointly building the "the Belt and Road".
This year marks the beginning of the second decade of the joint construction of the "the Belt and Road". This meeting is also the first "the Belt and Road" construction symposium held after the Third Plenary Session of the 20th CPC Central Committee.
At this symposium, a clear problem oriented approach and firm strategic confidence were present throughout.
On the one hand, the joint construction of the "the Belt and Road" has gone through the first vigorous decade and has entered a new stage of high-quality development. On the other hand, the world has entered a new period of turbulence and change, with unilateralism and protectionism on the rise, and frequent local conflicts and turbulence.
The international situation is constantly changing, but strategic determination remains consistent.
Properly responding to various risks and challenges, effectively overcoming the impact of geopolitical conflicts, correctly handling and enhancing the sense of gain of co building a country and adhering to the beneficial relationship with China, and effectively safeguarding the security of China's overseas interests... Accurate identification of change, scientific response, and initiative in seeking change are necessary prerequisites for creating a brighter future of co building the "the Belt and Road".
Adhere to the combination of high-quality development and high-level security, government guidance and market operation, scientific layout and dynamic optimization, and the combination of quantitative growth and qualitative improvement. Deeply grasping the timing and trend of promoting high-quality development of the Belt and Road Initiative, General Secretary Xi Jinping emphasized the "four in one combination" and guided the direction of progress for the new stage of jointly building the Belt and Road Initiative.
We will coordinate and deepen the 'hard connectivity' of infrastructure, the 'soft connectivity' of rules and standards, and the 'heart connectivity' of the people of the jointly built country. We will coordinate and promote the construction of major landmark projects and 'small but beautiful' livelihood projects, consolidate cooperation in traditional fields, and steadily expand cooperation in emerging fields. In response to the aspirations of people from all countries to live a better and happier life, and to the common expectations of developing countries to achieve modernization, General Secretary Xi Jinping proposed the "Three pronged Plan", which provides important guidance for the formation of more exemplary and leading achievements.
Only by observing the overall situation can we act in accordance with it.
The Third Plenary Session of the 20th Central Committee of the Communist Party of China decided to put forward: improve and promote the mechanism of high-quality joint construction of the "the Belt and Road".
We will improve the overall management mechanism for jointly building the "the Belt and Road" cooperation plan, improve the coordination and promotion mechanism of "hard connectivity", "soft connectivity" and "heart connectivity", improve the practical cooperation mechanism of the industrial chain supply chain, improve the international exchange and cooperation mechanism in emerging areas, improve the diversified investment and financing guarantee mechanism, improve the internal and external coordination mechanism for risk prevention and control, improve the overseas interest guarantee mechanism, improve the high-level international communication mechanism, and improve the honest Silk Road cooperation mechanism.
These "nine major mechanisms" have both strategic thinking and security awareness, as well as a systematic approach and an international perspective. They provide a direction and fundamental guidance for tackling difficulties and responding to changes through institutional methods.
In 2016, General Secretary Xi Jinping emphasized the spirit of "nailing down the nail and pushing forward the construction of the Belt and Road Initiative step by step";   At this symposium, General Secretary Xi Jinping pointed out that "drawing a blueprint to the end, working one after another, bravely overcoming various risks and challenges, and steadfastly promoting high-quality joint construction of the Belt and Road".
