UN suspends new round of negotiations on plastic pollution control

Due to significant differences among parties on some key issues, the fifth meeting of the Intergovernmental Negotiating Committee on Plastic Pollution decided to adjourn early on the 2nd and will resume at a later date in 2025 to continue negotiations on the development of a legally binding international instrument on plastic pollution. In March 2022, the resumed fifth session of the United Nations Environment Assembly passed the "Resolution on Ending Plastic Pollution (Draft)", deciding to develop a legally binding international instrument on plastic pollution (including plastic pollution in the marine environment) through five meetings by the end of 2024. The first four meetings were held in Uruguay, France, Kenya, and Canada. The fifth meeting is the final meeting to complete document negotiations within the authorized period. However, after 5 rounds of formal consultations, the parties have still not been able to reach agreement on some key issues of the document. The Chinese representative attended the closing ceremony and made a speech, pointing out that China attaches great importance to the control of plastic pollution and is one of the earliest countries to adopt non essential and disposable plastic product control measures. The Chinese side came with the expectation of working together with all parties to reach an agreement on the document, and made efforts to propose solutions to the differences, which received responses from multiple parties. During the fifth meeting, all parties made some progress on some technical issues, but still faced significant differences on core issues that were difficult to bridge, fully reflecting the complexity of plastic pollution. The Chinese side stated that addressing the global challenge of plastic pollution requires all parties to propose more practical and balanced solutions from a more comprehensive and long-term perspective. Due to differences in development stages, national conditions, and capabilities among countries, the document should respect national differences, reflect fairness and inclusiveness, and comprehensively consider universal acceptance and implementation effects. Developed countries should provide financial, technological, and capacity-building support to developing countries to ensure the effective implementation of the instrument at the global level. The global challenge of plastic pollution requires international cooperation to address it, and calls on all parties to continue working together to achieve an ambitious and pragmatic international instrument on plastic pollution. The fifth meeting of the Intergovernmental Negotiating Committee on Plastic Pollution opened on November 25th in Busan, South Korea. More than 1400 negotiators from 178 UN member states, as well as over 2300 representatives from intergovernmental organizations, UN agencies, non-governmental organizations, and the media, attended the conference. A Chinese delegation composed of departments such as the Ministry of Ecology and Environment, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, and relevant research institutions and industry associations attended the meeting.
