Promote the recycling of "new three types" solid waste

Recently, the issue of "new three types" solid waste recycling has received widespread attention. On October 18th, China Resources Recycling Group Co., Ltd. was established in Tianjin, with its business covering new energy vehicle and electric bicycle waste battery business, retired wind power and photovoltaic equipment recycling, etc. On October 22nd, the Ministry of Ecology and Environment held a press conference, stating that it will continue to strengthen environmental supervision on the dismantling and treatment of waste power batteries, waste photovoltaic modules, and fan blades. Based on the research and development progress of the "new three types" solid waste recycling technology, relevant pollution control technology standards will be revised and improved in a timely manner. Why is this an urgent matter? On the one hand, clean energy generation equipment such as electric vehicle power batteries, solar photovoltaic panels, and wind turbines that were put into use in the early stages will gradually retire, and the problem of "new three types" of solid waste will become increasingly prominent. On the other hand, although China's waste product and equipment recycling network is constantly improving, the standardization of recycling needs to be improved, and there are still some gaps in pollution control technical specifications for the "new three types". From the current situation and development trend, it is urgent to make good layout planning, improve policies and regulations, accelerate the construction of emerging solid waste comprehensive utilization systems such as the "new three types", and improve their recycling level. Solid waste has significant environmental risks that cannot be ignored, but it also has significant recycling value that cannot be underestimated. For example, the overall content of major metals in retired power batteries is about 10 times higher than the metal grade of primary ores. On the basis of standardized recycling, achieving efficient utilization and improving the green and low-carbon level of the entire product lifecycle is conducive to achieving a win-win situation of ecological and economic value. The recycling and utilization of solid waste involves multiple parties, and clarifying the division of responsibilities in each link of the industrial chain is necessary to form a closed loop of "resources products renewable resources" in order to smooth the resource recycling chain. Among them, incorporating production enterprises into the construction of the recycling system is a key link. For example, there are many and diverse categories of retired power batteries currently circulating in the market, with varying specifications and attenuation rates. Implementing the extended producer responsibility system can promote production enterprises to optimize their design and sales processes for subsequent recycling, and also prevent the dismantling and remanufacturing processes from being "detached" from vehicle production. By coordinating front-end production and back-end recycling, strengthening the traceability of the entire industry chain, and synchronously developing production enterprises and third-party recycling, we can maximize the recycling value of products such as "new three samples". It is not easy to turn solid waste, which originally had little utilization value, into new products with market competitiveness. It requires targeted efforts to strengthen technological research and innovation. Currently, the circular economy industry is evolving from a focus on waste recycling to a new high-tech industry. For example, in the "new three types" of solid waste, there are both general solid waste and hazardous waste. From refined dismantling to efficient extraction and then to hierarchical utilization, every step must be environmentally friendly and economical, which requires a large number of new technologies to support. Strengthening policy and financial support, promoting enterprises and institutions with certain technological reserves, developing efficient and environmentally friendly recycling methods targeting the bottlenecks of the circular economy industry, forming technical standards and innovative business models, can help more emerging industries seize the initiative and win the initiative in the new track of green development. Green, low-carbon and circular development is the direction of technological revolution and industrial transformation in today's era. With the continuous emergence of new technologies, new industries, new formats, and new models, accelerating the construction of a waste recycling system covering various fields of production and life, improving incentive and constraint mechanisms, enhancing industrial scale and quality, can effectively break the resource and environmental constraints of development, and continuously promote high-quality development with green productivity.
