On November 28th, the State Council Information Office held a regular policy briefing, where the National Development and Reform Commission and other departments introduced the policy measures of the "Action Plan for Effectively Reducing Logistics Costs in the Whole Society". The relevant person in charge of the National Development and Reform Commission introduced that there is still significant room for the overall decline of logistics costs in China. The ratio of total social logistics expenses to GDP has decreased from 18% in 2012 to 14.4% in 2023. The action plan proposes to strive to reduce the ratio of total social logistics costs to GDP to around 13.5% by 2027. After achieving this goal, more than 1 trillion yuan in total social logistics costs can be saved annually, which will effectively reduce the operating costs of the national economy, especially the real economy. Zhang Shixin, Deputy Secretary General of the National Development and Reform Commission, explained that effectively reducing the logistics costs of the whole society is not simply about reducing transportation costs, nor is it about compressing the reasonable profits of logistics enterprises, nor is it about affecting the income of logistics practitioners. By optimizing the allocation of logistics resources throughout society, minimizing logistics costs and supporting as much economic output as possible. At the press conference on supporting the construction of international logistics hub centers in regions with conditions, the relevant person in charge stated that the country will guide large logistics enterprises to expand their capacity and cultivate more backbone logistics enterprises with international competitiveness. Promote the development of small and medium-sized logistics enterprises towards specialization, refinement, and innovation, and cultivate distinctive competitive advantages. At the same time, we will promote large industrial and commercial enterprises to build a supply chain system that integrates procurement, inventory, production, and sales, encourage large manufacturing and logistics enterprises to establish long-term strategic partnerships, jointly build facilities and equipment, connect information systems, layout and construct bulk commodity storage and transportation bases and resource allocation hubs, and develop bulk commodity supply chain organizational platforms. Wu Junyang, the head of the Economic and Trade Department of the National Development and Reform Commission, expressed support for regions with conditions to build international logistics hub centers and promote the construction of inland ports. The relevant departments will also introduce technical standards for railway transportation of large capacity energy storage batteries and develop new energy vehicle container transportation. At the press conference, the relevant person in charge of the National Development and Reform Commission stated that a logistics hub network covering the whole country has been formed. Zhang Shixin, Deputy Secretary General of the National Development and Reform Commission, stated that as of now, we have released six batches of national logistics hub construction lists, with a total of 151 hubs, forming a hub network covering the whole country. Next, the country will construct composite facilities that integrate logistics services, industrial development, and other functions, guiding the centralized layout of logistics, manufacturing, commerce, and other industries; Relying on national logistics hubs to promote the aggregation of various factors such as logistics industry, commerce, and finance, and achieve optimized allocation of resources in upstream and downstream links. Supporting relevant cities with the goal of better coordinating logistics development and industrial cultivation, innovating management systems and mechanisms, optimizing policy environments, and forming hub economic functional zones with closer industrial linkage and integration, more prominent radiation and driving capabilities, and more distinctive development characteristics.
