Energy security is crucial to the overall economic and social development. The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to "improve the socialist legal system with Chinese characteristics", "comprehensively promote the legalization of all aspects of national work", and "strengthen legislation in key areas, emerging areas, and foreign-related fields". The 12th Meeting of the Standing Committee of the 14th National People's Congress voted to pass the Energy Law of the People's Republic of China, which is of great significance to ensure energy security, optimize energy structure, and improve energy utilization efficiency. As a backbone state-owned enterprise in the energy and power industry, State Power Investment Corporation (SPIC) also deeply recognizes the significant and far-reaching impact of the promulgation and implementation of the Energy Law. The promulgation of the Energy Law is a major measure to implement the new energy security strategy. In 2014, General Secretary Xi Jinping proposed a new energy security strategy of "four revolutions and one cooperation" to promote energy consumption revolution, supply revolution, technological revolution, institutional revolution, and comprehensive strengthening of international cooperation, which pointed out the direction for energy development in the new era and provided fundamental guidance. The basic principles, main systems and specific legal norms established in the Energy Law reflect the overall national security concept and the new energy security strategy of "four revolutions and one cooperation", which is conducive to deepening the energy revolution, making overall plans to promote national energy security and clean and low-carbon development of energy, and contributing to the great practice of Chinese path to modernization with the building of an energy power. The promulgation of the Energy Law is a systematic improvement of China's legal system in the field of energy. Previously, China's energy laws, including the Electricity Law, Renewable Energy Law, Coal Law, Oil and Gas Pipeline Protection Law, Nuclear Safety Law, Energy Conservation Law, etc., lacked a unified law for various types of energy. The promulgation of the Energy Law marks a more complete legal system in China's energy sector, which is of great significance for the formulation or revision of relevant normative documents in the energy sector and the coordinated operation of the energy legal system. The promulgation of the Energy Law is an inherent requirement for promoting the transformation and upgrading of China's energy structure. Realizing the goal of peaking carbon emissions and achieving carbon neutrality will be a crucial period for profound changes in the energy system in the near future. The multiple provisions of the Energy Law closely adhere to the requirements of carbon peak and carbon neutrality goals, clarifying that the state supports the priority development and utilization of renewable energy, the rational development and clean and efficient utilization of fossil energy, and requires the acceleration of the construction of a new energy system that is clean, low-carbon, safe and efficient, as well as a dual control system for carbon emissions and intensity. It emphasizes the promotion of energy conservation and environmental protection through legal means, which has important normative, guiding and binding significance for promoting the green and low-carbon transformation of energy, enhancing the awareness of energy conservation and environmental protection in all sectors of society, and promoting the popularization of green lifestyles. The promulgation of the Energy Law is a practical need to ensure China's energy security through legal means. Energy security is an important support for national security and a major factor for countries to attach importance to and strengthen the rule of law in energy. Currently, the global energy landscape is undergoing significant changes, especially with fluctuations in international energy prices and geopolitical factors, posing increasingly prominent threats to energy supply security. The situation facing China's energy security is becoming more complex. The Energy Law implements the overall national security concept and the new energy security strategy, clarifies the institutional norms for energy planning, development and utilization, reserve emergency and other aspects, further improves the rule system for energy security protection, and helps to comprehensively enhance the risk resistance ability of China's energy industry, greatly enhancing the legal protection level of China's energy security. As the vanguard of China's energy industry, central power enterprises shoulder significant responsibilities and missions in promoting high-quality development of the energy industry. State Power Investment Corporation will steadfastly implement the Energy Law, promote the green and low-carbon transformation and development of energy, strengthen technological innovation, lead the green supply of energy, and accelerate the construction of a world-class clean energy enterprise. We need to comprehensively strengthen learning, publicity, and education, and accurately grasp the core essence of the Energy Law. We will strictly abide by and implement legal provisions to ensure that energy enterprises operate in accordance with the law and regulations. State Power Investment Corporation (SPIC) will take the study, publicity, and implementation of the Energy Law as an important task, carry out learning and publicity through multiple measures, and incorporate it into the theoretical learning center group learning plan of party committees (party groups) at all levels. As a compulsory course, it will be included in the training courses for leaders and employees. Based on the actual work, SPIC will organize special training for legal compliance personnel and front-line business personnel, effectively explain and thoroughly study the significance, established systems, and requirements of the Energy Law, and set off a wave of learning and making good use of the Energy Law, forming a strong legal culture atmosphere, regulating and leading SPIC to steadily move forward on the legal track established by the Energy Law. We need to promote green and low-carbon transformation and development, and conscientiously fulfill the rights and obligations stipulated in the Energy Law. State Power Investment Corporation is the world's largest clean energy power generation enterprise, with a current installed capacity of 175 million kilowatts of clean energy, accounting for 70.6%. We will regard the Energy Law as an important legal guarantee, follow the direction of energy structure adjustment that supports the priority development of renewable energy, based on the special functional positioning of central enterprises, comprehensively implement the "balanced growth strategy", pay more attention to enhancing the main functions, actively serve major national strategies, contribute to the construction of a new type of power system, and create value for the sustainable development of the Chinese nation. Pay more attention to enhancing core competitiveness, pursuing higher resource utilization efficiency, shaping safer, lower carbon, and more favorable power product supply capabilities, and creating more influential market brands and corporate images. Continuously deepen the research and development of two major national science and technology projects, namely large-scale advanced pressurized water reactor nuclear power plants and heavy-duty gas turbines, promote the optimization and adjustment of energy production and consumption structure, and facilitate the green transformation and sustainable development of the economy and society. We must carry out various businesses in accordance with the law and regulations, and integrate the basic principles and important systems established by the Energy Law into all fields, aspects, and links of our work. The Energy Law comprehensively regulates energy development and utilization, market system construction, reserves and emergency response, scientific and technological innovation, and clarifies the rights, obligations, and responsibilities of various entities in the energy market. The State Power Investment Corporation of China will take the implementation of the Energy Law as an important starting point for the construction of central enterprises under the rule of law, earnestly fulfill the legal obligations and responsibilities in energy production, transportation, marketing and other links, strictly comply with the legal requirements of clean and low-carbon energy development, energy technology innovation and other aspects, actively integrate into the national unified power market, make the energy job more secure, more stable and better, strive to be the pacesetter to support and guarantee the national energy security, and provide strong energy security for comprehensively promoting the construction of a powerful country and the great cause of national rejuvenation with Chinese path to modernization.
